With regard to land use developments such as the Project, the AQMP's air quality policies focus on the <br />reduction of vehicle trips and vehicle miles traveled (VMT). The Project would serve to implement a <br />number of land use policies of the City of Santa Ana, SCAQMD, and SCAG. The Project would be <br />designed and constructed to support and promote environmental sustainability. The Project represents <br />an infill development within an existing urbanized area that would concentrate more housing and <br />population within a high quality transit area (HQTA). "Green" principles are incorporated throughout the <br />Project to comply with the Green Building Code and the California Green Building Standards Code <br />(CALGreen) through energy conservation, water conservation, and waste reduction features. <br />The air quality plan applicable to the Project area is the 2022 AQMP, the current management plan for <br />progression toward compliance with State and federal clean air requirements. The Project would be <br />required to comply with all regulatory measures set forth by the SCAQMD. Implementation of the Project <br />would not interfere with air pollution control measures listed in the 2022 AQMP. In addition, as <br />demonstrated in the following analyses, the Project would not result in significant emissions that would <br />jeopardize regional or localized air quality standards. <br />The Project Site is classified as "District Center" (Medium High DC-3) in the General Plan, a classification <br />that allows mixed -use residential, retail, and commercial development at a 3.0 Floor Area Ratio such as <br />that proposed by the Project.32 As such, the RTP/SCS' assumptions about growth in the City <br />accommodate population, housing, and job growth on the Project Site. As a result, the Project would be <br />consistent with the growth assumptions in the City's General Plan. Because the AQMP accommodates <br />growth forecasts from local General Plans, the emissions associated with this Project are accounted for <br />and mitigated in the region's air quality attainment plans. The air quality impacts of development on the <br />Project Site are accommodated in the region's emissions inventory for the 2020-2045 RTP/SCS and <br />2022 AQMP. Therefore, Project impacts with respect to AQMP consistency would be less than <br />significant. <br />City of Santa Ana Policies <br />The Project would offer convenient access to public transit and opportunities for walking and biking <br />(including the provision of bicycle parking), thereby facilitating a reduction in VMT.
