Park immediately north of the Project Site. The closest receptor distance on the SCAQMD mass rate <br />LST look -up tables is 25 meters. <br />As shown in Table 7, above, the Project would produce emissions that do not exceed the SCAQMD's <br />recommended localized standards of significance for NO2 and CO during the construction phase. <br />Similarly, construction activities would not produce PMto and PM2.5 emissions that exceed localized <br />thresholds recommended by the SCAQMD. These estimates assume the use of Best Available Control <br />Measures (BACMs) that address fugitive dust emissions of PMto and PM2.5through SCAQMD Rule 403. <br />This would include watering portions of the site that are disturbed during grading activities and <br />minimizing tracking of dirt onto local streets. Therefore, construction impacts on localized air quality are <br />considered less than significant. <br />Operation <br />Operational emissions of criteria pollutants would come from area, energy, and mobile sources. Area <br />sources include consumer products such as household cleaners, architectural coatings for routine <br />maintenance, and landscaping equipment. Energy sources include electricity and natural gas use for <br />space cooling and heating and water heating.37 The CalEEMod program generates estimates of <br />emissions from energy use based on the land use type and size. The Project would also produce long- <br />term air quality impacts to the region primarily from motor vehicles that access the Project Site. The <br />Project could add up to 875 net vehicle trips to the local roadway network on a weekday at the start of <br />operations in 2027, considering the removal of the existing commercial auto center.38 <br />As shown in Table 8, the Project's emissions would not exceed the SCAQMD's regional or localized <br />significance thresholds. Therefore, the operational impacts of the Project on regional and localized air <br />quality are considered less than significant. <br />c. Expose sensitive receptors to substantial pollutant concentrations? <br />Less Than Significant Impact.
