Totals reflect the summer season maximum and may not add up due to <br />rounding. <br />Construction <br />Construction of the Project could expose sensitive receptors to substantial pollutant concentrations if <br />maximum daily emissions of regulated pollutants generated by sources located on and/or near the Project <br />Site exceeded the applicable LST values presented in Table 4, or if construction activities generated <br />significant emissions of TACs that could result in carcinogenic risks or non -carcinogenic hazards exceeding <br />the SCAQMD Air Quality Significance Thresholds of 10 excess cancers per million or non -carcinogenic <br />Hazard Index greater than 1.0, respectively. As discussed above, the LST values were derived by the <br />SCAQMD forthe criteria pollutants NOx, CO, PM1o, and PM2.5 to prevent the occurrence of concentrations <br />exceeding the air quality standards at sensitive receptor locations based on proximity and construction <br />site size. <br />As shown in Table 7, during construction of the Project, maximum daily localized unmitigated emissions <br />of NO2, CO, PM1o, and PM2.5 from sources on the Project Site would remain below each of the respective <br />LST values. Unmitigated maximum daily localized emissions would not exceed any of the localized <br />standards for receptors that are within 25 meters of the Project's construction activities. Therefore, based <br />on SCAQMD guidance, localized emissions of criteria pollutants would not have the potential to expose <br />sensitive receptors to substantial concentrations that would present a public health concern. <br />The primary TAC that would be generated by construction activities is diesel PM, which would be released <br />from the exhaust stacks of construction equipment. The construction emissions modeling conservatively <br />assumed that all equipment present on the Project Site would be operating simultaneously throughout most <br />of the day, while in all likelihood this would rarely be the case. Average daily emissions of diesel PM would <br />be less than one pound per day throughout the course of Project construction.
