and the GHG emissions from such vehicle activity. Traffic studies in the City of Santa Ana began formally <br />analyzing projects in this fashion effective July 1, 2020. <br />Senate Bill 375. Acknowledging the relationship between land use planning and transportation sector <br />GHG emissions, Senate Bill (SB) 375 was passed by the State Assembly on August 25, 2008 and signed <br />by the Governor on September 30, 2008. This legislation links regional planning for housing and <br />transportation with the GHG reduction goals outlined in AB 32. Reductions in GHG emissions would be <br />achieved by, for example, locating employment opportunities close to transit. Under SB 375, each <br />Metropolitan Planning Organization (MPO) would be required to adopt a Sustainable Community <br />Strategy (SCS) to encourage compact development that reduce passenger VMT and trips so that the <br />region will meet a target, created by CARB, for reducing GHG emissions. If the SCS is unable to achieve <br />the regional GHG emissions reduction targets, then the MPO is required to prepare an alternative <br />planning strategy that shows how the GHG emissions reduction target could be achieved through <br />alternative development patterns, infrastructure, and/or transportation measures. <br />Assembly Bill 1279. This 2022 legislation creates a legally binding goal that California achieve carbon <br />neutrality by 2045. It would also require the State to reduce GHG emissions by 85 percent below 1990 <br />levels by 2045. <br />Climate Change Scoping Plan. In 2008, CARB approved the original Climate Change Scoping Plan <br />as required by AB 32.41 Subsequently, CARB approved updates to the Climate Change Scoping Plan in <br />2014 (First Update) and 2017 (2017 Update), with the 2017 Update considering SB 32 (adopted in 2016) <br />in addition to AB 32. In December 2022, CARB adopted the 2022 Update, which addresses the State{s <br />goal for carbon neutrality by 2045. <br />The original Climate Change Scoping Plan proposed a "comprehensive set of actions designed to <br />reduce overall carbon GHG emissions in California, improve our environment, reduce our dependence <br />on oil, diversify our energy sources, save energy, create new jobs, and enhance public health.42 The <br />original Climate Change Scoping Plan identified a range of GHG reduction actions that included direct <br />regulations, alternative compliance mechanisms, monetary and non -monetary incentives, voluntary <br />actions, market -based mechanisms, such as a cap -and -trade system, and an AB 32 implementation fee <br />to fund the program. <br />The original Climate Change Scoping Plan called for a "coordinated set of solutions" to address all major <br />categories of GHG emissions. Transportation emissions were addressed through a combination of <br />higher standards for vehicle fuel economy, implementation of the Low Carbon Fuel Standard (LCFS), <br />and greater consideration to reducing trip length and generation through land use planning and transit - <br />oriented development. Buildings, land use, and industrial operations were encouraged and, sometimes, <br />required to use energy more efficiently.
