GHG emissions. The Project Without Reduction Features scenario does not consider site -specific <br />conditions, project design features, or prescribed mitigation measures. As an example, The Project <br />Without Reduction Features scenario would apply a base Institute of Transportation Engineers (ITE) <br />trip -generation rate for the Project and would not consider site -specific benefits resulting from the <br />proposed mix of uses or close proximity to public transportation. <br />Based on further guidance from the 2022 Scoping Plan, this analysis also evaluates whether the Project <br />would incorporate key GHG strategies for residential and mixed -use projects:60 <br />• Provide EV charging infrastructure that, at a minimum, meets the most ambitious voluntary <br />standard in the California Green Building Standards Code. <br />• Locate projects on infill sites surrounded by urban uses and is served by existing utilities and <br />essential public services (e.g., transit, streets, water, sewer). <br />• Does not result in the loss or conversion of natural and working lands. <br />• Consists of transit -supportive densities (i.e., 20 dwelling units per acre), is within 0.5 mile of <br />transit stops, or satisfies more detailed and stringent criteria in the regional SCS. <br />• Reduces parking requirements. <br />• Dedicating at least 20 percent of residents as affordable to lower -income residents. <br />• Results in no net loss of existing affordable units. <br />• Uses all -electric appliances without any natural gas connections and does not use propane of <br />other fossil fuels for space heating, water heating, or indoor cooking. <br />Pursuant to the 2022 Scoping Plan, these project attributes help identify residential and mixed -use <br />projects that are "clearly consistent with the State's climate goals." <br />Quantification of Emissions <br />This analysis quantifies the Project's GHG emissions for information purposes, considering the GHG <br />reduction features that would be incorporated into the Project's design. It relies on the California <br />Emissions Estimator Model (CaIEEMod) is a statewide land use emissions computer model designed to <br />provide a uniform platform for government agencies, land use planners, and environmental <br />professionals to quantify potential criteria pollutant and GHG emissions associated with both <br />construction and operations from a variety of land use projects. CaIEEMod was developed in <br />collaboration with the air districts of California, who provided data (e.g., emission factors, trip lengths, <br />meteorology, source inventory) to account for local requirements and conditions.
