excavate the Project Site; construct the proposed building and related improvements; and plant new <br />landscaping within the Project Site. <br />In accordance with SCAQMD's guidance, GHG emissions from construction were amortized (i.e., <br />averaged annually) over the lifetime of the Project. Because emissions from construction activities occur <br />over a relatively short-term period, they contribute a relatively small portion of the overall lifetime GHG <br />emissions for the Project. In addition, GHG emissions reduction measures for construction equipment <br />are relatively limited. Thus, SCAQMD recommends that construction emissions be amortized over a 30- <br />year project lifetime, so that GHG emissions reduction measures will address construction GHG <br />emissions as part of the operational GHG reduction strategies.66 As a result, the Project's total <br />construction GHG emissions were divided by 30 to determine an approximate annual construction <br />emissions estimate comparable to operational emissions. <br />Operation <br />Similar to construction, CalEEMod is used to calculate potential GHG emissions generated by new land <br />uses on the Project Site, including area sources, electricity, natural gas, mobile sources, stationary <br />sources (i.e., emergency generators), solid waste generation and disposal, and water usage/wastewater <br />generation. <br />Area source emissions include landscaping equipment that are based on the size of the land uses (e.g., <br />square footage or dwelling unit), the GHG emission factors for fuel combustion, and the global warming <br />potential (GWP) values for the GHG emissions emitted. <br />GHG emissions associated with electricity demand are based on the size of the land uses, the electrical <br />demand factors for the land uses, the GHG emission factors for the electricity utility provider, and the <br />GWP values for the GHG emissions emitted. As with electricity, the emissions of GHG emissions <br />associated with natural gas combustion are based on the size of the land uses, the natural gas <br />combustion factors for the land uses in units of million British thermal units (MMBtu), the GHG emission <br />factors for natural gas combustion, and the GWP values for the GHG emissions emitted.67 <br />Mobile source GHG emissions are calculated based on an estimate of the Project's annual VMT, which <br />is derived using CalEEMod based on the trip generation provided in the Transportation Study prepared <br />for the Project. The CalEEMod-derived VMT values account for the daily and seasonal variations in trip <br />frequency and length associated with new employee and visitor trips to and from the Project Site and <br />other activities that generate a vehicle trip. <br />Stationary source GHG emissions are based on proposed stationary sources (i.e., emergency <br />generators) that would be provided on the Project Site. <br />66 SCAQMD Governing Board Agenda Item 31, December 5, 2008 <br />67 Energy consumption estimates with CalEEMod 2022.1.1.14.1.12 are based on the California Energy <br />Commission's 2020 Residential Appliance Saturation Survey (residential uses) and 2021 Commercial <br />Forecast database, both of which reflected the 2019 Title 24 energy efficiency standards.
