<br />D. Understanding of Need/ Schedule of Delivery
<br />Anser will provide its best professional advice and consultation in a timely
<br />manner concerning construction management (CM), contract administration,
<br />planning, organizing, implementing, monitoring, and managing the
<br />construction of the City of Santa Ana's Capital improvement Projects. The City
<br />contemplates a substantial Capital Improvement Program over the next several
<br />years and the program will consist of a variety of construction projects.
<br />Anser has reviewed the City of Santa Ana Capital Improvement Projects and
<br />has identified potential projects for the on -call Professional CM support
<br />services contracts. Projects are expected to include Street Improvements
<br />(improvement of pavement conditions, sidewalk and alleys), Traffic
<br />Improvements (evaluate traffic collisions and congestion, identify and map safe
<br />routes to schools, and provide walkable and bikeable streets), utility/drainage/
<br />lighting improvements (delivery of water and sanitary sewer services to the
<br />City's customers, address aging storm drain system and reduce storm water
<br />runoff), and City and park facilities (identifying deferred maintenance and
<br />capital projects to support facilities such as City Hall, Ross Annex, forty-seven
<br />(47) parks, six (6) joint -use facility sites, thirteen (13) community centers, two
<br />(2) tennis centers, five (5) municipal swimming pools, bicycle & recreational
<br />trails and the Santa Ana Zoo.
<br />The City requires its on -call CM consultant to support the City, represent
<br />its interests, and lead the everyday efforts in the planning, entitlement,
<br />design, construction, and oversight of assigned projects for various Capital
<br />Improvements within the purview of the Public Works Department.
<br />A successful project is achieved by fostering good relationships between
<br />project team members, including City staff, the design firm, and the Contractor.
<br />As the Owner's Representative, we will help establish good relationships with
<br />all team members, creating efficient chains of communication and treating all
<br />parties fairly and with respect. Our goal is for all parties to work cohesively as
<br />one project team to make sure that the project is constructed to the required
<br />quality, economic, and safety standards. Before we can accomplish these goals,
<br />we must first understand the viewpoints of not only the City but also, just
<br />as important, perspectives of the A&E firm. This allows us to analyze critical
<br />situations from all views and work with the project team to develop the best
<br />solutions throughout the project life cycle, from design to commissioning and
<br />close-out.

<br />Anser has been providing inspection
<br />services for the Arantine Hills project
<br />for over a year. Project elements
<br />"` r involve water and sewer pipelines, lift
<br />T stations, reservoirs, streets, roadways,
<br />streetlights, facilities, parks, land
<br />development, and utility relocations.
<br />- In addition to providing inspection
<br />services, Anser staff coordinates with approximately five merchant builders
<br />that requires regular and constant communication to coordinate overlapping
<br />construction activities.
<br />• Wardlow Park Community Center Roof Replacement ($750K) 2023

<br />This project will remove and replace the community center's existing gravel roof
<br />system, HVAC equipment and furnishings, including additional water drainage
<br />building improvements.
