2. Scope of Services and Schedule <br />Contractor's weekly and monthly updates submitted. Anser will closely <br />monitor the Contractor's activities and make sure that the field activities <br />and the duration of those activities match the information presented in <br />the construction schedule. Any deviations should be incorporated into the <br />Contractor's subsequent monthly update. This includes the cause of the delay, <br />the duration of the delay, the corrective action planned by the contractor, and <br />the budget and schedule impacts on the City. <br />Permitting <br />Our experience with permitting projects will allow our staff to closely monitor <br />the progress of the design through the permitting phases. This is considered <br />with local agencies and potentially with the state architect. The need to <br />address the various agencies in the permitting phase is critical to make sure <br />that we take advantage of every opportunity. Hence, you get the project out to <br />bid as soon as possible and keep the various permitting phases from slowing <br />down the work's design, pre -bid, and construction phases. <br />Submittal/ RFI Review & Processing <br />The Anser team reviews, investigates, and recommends action on submittals <br />and information based on information presented in the Contract plans and <br />specifications. We are experienced and comfortable coordinating with project <br />designers and structures representatives on design related RFIs and submittals <br />RFIs impacting the design or contract of a project are always reviewed with <br />the engineer of record prior to a response being issued to the Contractor. Our <br />approach is that the response should meet the terms of the contract unless <br />the proposed solution is an overall benefit to the project. Submittal and RFI <br />logs will be developed and maintained, and all RFIs and submittals are logged <br />and tracked according to when they are received from and returned to the <br />contractor and their approval or answer status. In addition, a list of required <br />submittals based on the contract documents is developed for each project to <br />assist both the construction management team and contractor in providing <br />timely submittals and reviews, so as not to delay the work. <br />Constructability Review <br />Design Phase <br />Upon contract award, our Project Manager will lead a series of kick-off meetings <br />with the City and the design firm. The kick-off meetings will provide an <br />opportunity to align on the project scope, communication protocols, project risk, <br />safety, security, and schedule. They will also be a pivotal opportunity to level -set <br />the roles and responsibilities between the City, Anser, and the design firm. <br />A successful project is centered around four key principles: collaboration, <br />cooperation, communication, and chemistry. A clear understanding of all <br />team's primary responsibilities and interrelationships is critical and must be <br />identified early. <br />Anser can assist in developing <br />a Responsibility Assignment <br />(RACI) Chart. We will assist with periodic design reviews <br />to verify technical accuracy in conjunction with the design team. A value <br />engineering (VE) and constructability workshop will be organized with the <br />design team to confirm the design is biddable, constructible, and cost- <br />effective. This workshop will also identify discrepancies between drawings, <br />which can help minimize future change orders. Anser will provide a formal <br />report approving design development documents at this stage and an updated <br />independent cost estimate (ICE) incorporating any value engineering (VE) <br />options from the workshop. Anser will also review and approve the draft bid <br />packages completed by the design firm. <br />Construction Plans & Documents <br />In this phase, Anser will review the construction plans at key milestone dates <br />to confirm that all major features of the design are progressing in accordance <br />with value engineering decisions made in the previous phase. A formal <br />constructability review will be completed at this point to flag any discrepancies <br />between documents and to verify the design is build -able. Anser will make <br />sure comments provided during previous reviews are incorporated as well.
