Scope of Services and Schedule <br />Scope of Work <br />The following scope of services demonstrates <br />Cannon's approach to completing tasks that may be <br />needed by the City. We look forward to working with <br />the City to identify and develop a specific scope to <br />meet project and scheduling needs: <br />Phase 1 - Preconstruction Services <br />Task 1.1 - Resident Engineer/Administrator <br />A project manager (PM) will be assigned to the project <br />and will represent the City throughout the project's life <br />cycle. The PM will have over five years of experience <br />and possess relevant certifications and credentials. <br />All inspectors and administrators will have relevant <br />construction management experience, certifications, <br />and references that demonstrate their experience. <br />Task 1.2 - Bid Analysis <br />We will attend the pre -bid conference and the bid <br />opening as part of the bidding process. The PM will <br />assist the City and design engineer in evaluating <br />and reviewing bid proposals, subcontractors, <br />suppliers, and requests for substitute materials and <br />equipment. We will examine, organize, and inventory <br />bid documents (certificates of insurance, bonds, and <br />"New Vendor Packet") submitted by all bidders and <br />determine the lowest responsible bidder. <br />Task 1.3 -Staff Reports <br />After the lowest responsive bidder has been <br />confirmed, we will prepare a staff report for the <br />recommendation of contract award to the City. <br />Additionally, if requested, we will coordinate with the <br />City to determine funding sources, publication dates, <br />environmental and fiscal impact, and schedule of <br />award to meet the City's deadlines. <br />Task 1.4 - Constructability Review <br />The PM shall assist the City and design engineer in a <br />review to determine the constructability of proposed <br />project. We will give attention to potential construction <br />schedules, activity sequences, and duration, while <br />considering long lead time items. We will provide <br />feedback to City and design engineer on likely <br />construction timelines of proposed projects. <br />Task 1.5 - Preconstruction Conference <br />We will conduct a pre -construction conference and <br />site tour with the City, involved agencies, utilities, and <br />the contractor's team as they prepare to mobilize for <br />the project. The RE and support staff will review plans <br />and specifications with the contractor to facilitate the <br />contractor's understanding of the project. In addition, <br />we will do the following: <br />• Review the contractor's construction schedule <br />for the project, including equipment, labor, and <br />supervision planning. <br />• Review appropriate protocols and procedures <br />detailed in the construction documentation. <br />• Apprise the contractor of contract requirements <br />regarding security matters such as fences, <br />lighting, and posting of signs. <br />• Prepare the meeting minutes for the pre - <br />construction meeting. <br />Task 1.6 - Preconstruction Documents <br />Upon award of the contract, we will review the <br />contractor's surety bonds, certificates of insurance, <br />preliminary schedules, building permits, special <br />permits, and other documents required prior to <br />construction for general compliance with the contract <br />documents and authorities with jurisdiction. We will <br />provide the City with recommendations based on the <br />findings of the preconstruction documents review. <br />Task 1.7 - Community Outreach Assistance <br />We will co -lead community outreach efforts with the <br />City, coordinate with the City's community liaison, <br />and incorporate community messaging into our <br />day-to-day activities. We will wield our extensive <br />experience working on highly visible projects to <br />keep messaging clear, current, concise, and correct. <br />Temporary message boards, traffic signs, and public <br />notifications will be reviewed with the City's input and <br />communicated with the contractor in advance, so the <br />community stays well informed. <br />Our team is well -versed in interacting with the <br />public during construction. We will be the first line <br />of contact in addressing community concerns and <br />complaints with the attention that the citizens of <br />Santa Ana deserve. Our goal is that safety and public <br />convenience be addressed at each location. We will <br />meet that goal through our systematic construction <br />management program and effective communication in <br />partnership with the City. <br />Cannon <br />
