The centralized document system will be web - <br />based <br />The City will require the contractor to use the <br />centralized document system for management and <br />transfer of the project related documentation and <br />correspondence. <br />Task 2.5 Submittal Management <br />Cannon will provide timely coordination with the City's <br />designated design engineer for submittals of materials <br />not supplied by the City, operations and maintenance <br />manuals, and shop drawings. In addition, we will <br />perform the following tasks associated with the <br />management of project submittals: <br />• Verify that the contractor's look -ahead schedules <br />contain critical submittal dates. <br />• Confirm that submittals are reviewed in <br />accordance with the contract documents <br />• Update submittal logs on a regular basis. <br />• Ensure that shop drawings have been reviewed <br />and returned before associated work has begun <br />• Maintain a copy of completed submittals in the <br />project records. <br />After submittal review is complete, we will return <br />the submittal to the contractor and forward a copy <br />to the City for record. While most submittals will be <br />transmitted to the design engineer for an official <br />response, Cannon will also review submittals and <br />provide feedback to the City/design engineer, as <br />applicable, prior to returning to the contractor. We can <br />review and provide an official response to submittals <br />the design engineer would typically not review, such <br />as stormwater pollution prevention plans (SWPPP), <br />traffic control plans, contractor safety programs, and <br />other work plans. <br />Task 2.6 - Construction Observation <br />We will implement observation guidelines for <br />monitoring the quality of the contractor's work. We will <br />conduct field observation and prepare documentation, <br />in the form of daily reports, of construction tasks <br />including but not limited to construction staging, <br />utility coordination, mechanical and electrical <br />equipment, instrumentation, vehicular and pedestrian <br />access, drainage, NPDES requirements, concrete, <br />grading, building construction, paving, lighting, and <br />landscaping and irrigation. <br />Should materials, installation processes, or levels of <br />quality not comply with construction contract doc- <br />uments, Cannon will first discuss with the City, then <br />issue a non-conformance report notifying the con- <br />tractor of deviation and inquire about the contractor's <br />proposed corrective action. Copies will be for -warded <br />to the City. <br />The contractor has sole responsibility for compliance <br />with safety requirements on the construction con- <br />tract. Cannon's staff will monitor the contractor's <br />general compliance with its safety program and <br />advise the City of observed deficiencies. We will take <br />the necessary steps to confirm the jobsite conditions <br />are compliant with OSHA regulations. <br />We will obtain and manage delivery slips for checking <br />payment requests, maintain a photographic log of <br />construction activities, and provide the City copies of <br />significant photographs. We have assumed 75% of the <br />time will be on -site observation during an assumed <br />12-month construction phase. <br />Task 2.7 - Construction Surveys and Staking <br />Coordination <br />We will observe and review the contractor's surveys <br />and staking, and coordinate with the contractor and <br />licensed surveyor to quantify and confirm quantities of <br />work provided by the contractor. <br />Task 2.8 - Stormwater Pollution Prevention Plan <br />We will review the Storm Water Pollution Prevention <br />Plan (SWPPP) submitted by the contractor and <br />will monitor and document the contractor's general <br />conformance with the SWPPP. We assume that <br />the City will file the SWPPP with the State Water <br />Resources Control Board SMARTS System. <br />Task 2.9 - Request for Information (RFI) <br />We will maintain a log of contractor's Requests <br />for Information (RFI), and will review, coordinate, <br />and respond to RFIs. When appropriate, <br />recommendations, suggestions and alternatives will <br />be provided to the contractor and/or the City. <br />
