Budget Control <br />The SYRUSA team will complete the City's Project <br />on time and under budget through: <br />• On -going Constructability Reviews: Thorough <br />review of the contract documents <br />• Value Engineering: We will constantly be looking <br />for means and methods to reduce the project <br />duration and cost, while being thoughtful to not <br />create impacts to the public, the cities, and the <br />environment. <br />• Minimize Overhead and Construction <br />Management Cost: Controlling cost overruns <br />by reducing the number of CCOs from the start, <br />and minimize impact to the schedule to avoid <br />extended overhead charges and construction <br />management cost. <br />• CCO Merit: Thorough evaluation of all contract <br />documents for merit determination during review <br />of CCO requests. <br />• Documentation: Ensuring the daily time and <br />materials reports are accurate and confirmed by <br />inspection staff. <br />• Reporting: Providing a monthly status report of <br />contractor and construction management costs, <br />including costs to date compared to the contract <br />time expended, remaining contract time and <br />budget. <br />0 Schedule Control <br />Schedule control is a critical on -going task which <br />begins with the base -line schedule. The baseline <br />schedule and monthly update are reviewed for <br />compliance with contract specifications. Project <br />Manager Jerry De Santos will insure that the <br />Contractor includes all key items in the baseline <br />schedule, logic sequencing is established, and the <br />following items are followed: <br />• Major activities are included <br />• Logic sequencing is established <br />• Procurement of long lead items and their <br />TASKS AND DELIVERABLES <br />The table in Exhibit D.3 on pages 19-23 outlines <br />the tasks necessary for successful completion of the <br />Project along with deliverables and the responsible <br />personnel for each task. SYRUSA is also focused <br />on minimizing risks throughout the Project and we <br />have identified potential risks and risk mitigation <br />strategies in Exhibit D.3 associated with each task. <br />manufacturing <br />• Shop drawings submittal and review periods <br />• Utility relocation and installation <br />• Float and completion <br />During construction, monthly schedule updates <br />are maintained and submitted by the contractor <br />and reviewed by our team for compliance with the <br />contract documents. Reported progress by field <br />inspectors and Construction Manager/Resident <br />Engineer Jose Corona are compared to the <br />submitted monthly schedule updates. <br />A narrative of the schedule should be included in the <br />submitted monthly update and include: <br />• Work progress for the new period <br />• Reasons for schedule revisions <br />• Discussion to the critical path and any change to <br />it <br />• Documentation to problems and delays <br />The inspectors' daily reports will include schedule <br />items and inspectors, as well as our Construction <br />Manager/Resident Engineer Jose Corona, will note <br />discrepancies between the actual field activities and <br />the activities on the schedule. These discrepancies <br />will be discussed with the contractor in the weekly <br />status meetings and a plan will be put in place to get <br />the project back on track, ultimately avoiding delays <br />and claims. <br />Based on our team's expertise and decades of <br />experience working in construction management <br />for transportation projects in Southern California, <br />we have the first-hand experience and project <br />understanding to anticipate and mitigate the risks on <br />projects similar to this. <br />PAGE 118A <br />SYRUSA <br />
