completed during separate periods so that SART <br />users can be detoured to the trail on the opposite <br />side of the Santa Ana River at 5th. There are gates <br />and ramps located on both sides of the SART at <br />5th Street that provide access to bicyclists and <br />pedestrians for these detours. Details regarding <br />the detour are coordinated with Orange County <br />(OC) Parks. Other short-term closures of up to 15 <br />minutes would be allowed with flagmen. Full detour <br />routing plans will be reviewed by the SYRUSA's <br />team and then submitted to the County of Orange <br />and the City's Traffic Engineer for approval, prior to <br />commencing detour operations. <br />APPROACH <br />The SYRUSA team is a client based, integrity <br />driven, group of construction management and <br />structure experts, that are committed to delivering <br />the Project within cost, scope, and schedule through <br />the following. <br />0Quality Control <br />SYRUSA views quality as successfully delivering <br />projects while meeting our clients' needs and <br />expectations. Therefore, our quality procedures <br />encompass all aspects of our performance. Our <br />team will identify the approach to ensure that the <br />Contractor QC process, materials, and work comply <br />with contract requirements using various QA and <br />IQA processes. <br />Quality Control Approach <br />Our team approaches all of our projects with <br />established procedures to verify quality. Project <br />Manager Jerry De Santos and his team will prepare <br />and conduct a client expectation survey, Project <br />Execution Plan, and Quality Assurance Plan. <br />Quality Control Plans <br />Prior to beginning major project activities, we will <br />meet with the City and conduct the expectation <br />survey, discussing topics such as quality, safety, <br />scope, schedule, communications, staffing, <br />invoicing, and Project risks. This process ensures <br />Am <br />SYRUSA VW <br />", Traffic Control <br />Our team understands the importance and safety <br />of traffic control. We will ensure that all work is <br />done in accordance with the latest Work Area <br />Traffic Control Handbook (WATCH), latest Caltrans <br />MUTCD and the City of Santa Ana Standard Plans. <br />Construction operations will be conducted with as <br />little inconvenience as possible to abutting property <br />owners and commuters. All signs, delineators, and <br />barricades will be properly installed prior to the <br />start of construction. Traffic switch for construction <br />staging will be done at the approved times (at <br />night). We will ensure that two through lanes in <br />the Southbound direction are maintained during <br />each construction stage. All traffic detours will be <br />reviewed by the SYRUSA Team and submitted to <br />the City Traffic Engineering Section for approval. <br />that our team fully understands the City's needs, <br />including any unwritten preferences. We will <br />incorporate the feedback from this survey into a <br />Project Expectation Plan that will be integrated into <br />our Work Plan for successfully delivering the City's <br />Project. The Work Plan includes: <br />1. Project expectations, goals, and scope <br />2. Organization, roles and responsibilities <br />3. Deliverables and schedule <br />4. Document control procedures <br />5. Project QC/QA plan <br />6. Standard forms <br />Quality Control Tools and Systems <br />The Work Plan will be forwarded to the project team, <br />including the City's team members, and is regularly <br />updated to reflect the status of the Project as it <br />changes. Our team will work to achieve the City's <br />goals, objectives, standards, and requirements. This <br />approach will enable our team to achieve consistent <br />and predictable results, the first time, avoiding costly <br />and time-consuming rework. In addition to planning <br />for quality, this process also assures that we <br />regularly verify that we are following the plan and <br />meeting the City's expectations.
