HSGP Appendix | 2023 Page A-40 <br />In the event that changes must be made to the original operational plan, such as additional funding <br />requests or other changes to the original scope or objectives, a FRAGO must be submitted in HSIN to <br />obtain FEMA’s prior written approval of such changes in accordance with 2 C.F.R. § 200.308(c)(1). <br />These modifications will be annotated in the annex section of the FRAGO. <br />Operational Execution <br />In the event that changes or additional funding requests to the original operational order must be made, a <br />FRAGO will be created. These modifications will be annotated in the annex section of the FRAGO. <br />Operational discipline is necessary for the success of OPSG. Deliberate, adaptive, integrated, and <br />intelligence-driven planning is critical to conducting targeted enforcement operations consistent with the <br />objectives of the OPSG. By participating in the OPSG, the state, local, tribal, and territorial agencies <br />agree to conduct operations designed to reduce border-security risk. <br />Operations are composed of six critical elements: 1) a pre-planning meeting with the IPT; 2) specified <br />beginning and ending dates; 3) the integration of intelligence and border security; 4) use of targeted <br />enforcement techniques; 5) clearly stated objectives; and 6) an after-action meeting. These operations <br />require deliberate on-going planning to ensure command, staff, and unit activities synchronize to current <br />and future operations. The cyclical nature of the process will ensure OPSG activities align with the <br />fluctuating border-security threats and vulnerabilities. The IPT should leverage information provided by <br />the fusion center, Border Intelligence Centers, or other local intelligence center, when possible, and <br />establish a common operational vision. <br />The USBP Sector’s Chief Patrol Agent, or his/her designee, will ensure that the information or <br />intelligence has a clear nexus to border security. Intelligence will be shared and vetted for border security <br />value, driving the focus of operations. Once intelligence-driven targets are identified, the IPT will decide <br />on operational objectives that reflect the intended impact of operations. The objectives should outline how <br />the operation will deter, deny, degrade, or dismantle the operational capacity of the targeted transnational <br />criminal organizations. <br />Each operational period will begin on a predetermined date and end on a predetermined date, but the dates <br />may be subject to change commensurate with emerging security conditions. The starting date of the <br />operational period should be established to allow sufficient time for the order to be submitted and <br />approved by the corresponding USBP Sector and in concurrence with its SAA and USBP Headquarters. <br />The USBP Sectors will upload copies of operations order in the corresponding folder in the CBP <br />Stonegarden Data Management System. <br />Reporting Procedures <br />Participation in OPSG requires accurate, consistent, and timely reporting of how funds are used, and how <br />the state, local and tribal agencies’ operations have impacted border security through the mitigation of <br />threat or vulnerability and the overall reduction of risk. Reporting will focus on monitoring program <br />performance; determining the level of integration and information sharing; and developing best practices <br />for future operations. To ensure consistent reporting each state, local, and tribal agency will identify a <br />single point of contact to represent their agency as a member of the IPT and to coordinate the submission <br />of reports or execute other aspects of the grant. <br />The Daily Activity Report (DAR), which can be found by selecting the link for the current fiscal year <br />HSGP NOFO on FEMA’s preparedness grants page (https://www.fema.gov/homeland-security-grant- <br />program) to be used to submit the ongoing results and outputs from OPSG operations conducted . The <br />information and statistics included in the DAR will be delineated by agency (friendly forces). The DAR <br />must be submitted to the USBP sector or the participating agency’s OPSG coordinator within 48 hours
