Subrecipients and Sectors are responsible to ensure that DARs are <br />submitted in the proper format and in a timely manner . DARs will be submitted using the CBP <br />Stonegarden Data Management System. Friendly Forces receiving funding through a subrecipient will <br />submit DARs within 48 hours. Border Patrol Sectors and OPSG subrecipients will implement internal <br />protocols to ensure operational data from subrecipients and friendly force DARs are properly collected <br />following the established guidelines. <br />In addition to the ongoing reporting of outputs, subrecipient participants will be required to submit AARs <br />to USBP sectors within 10 days of closing the operational POP for that funding year. The AAR should <br />carefully articulate outcomes and outputs as well as how the results of the operation compare with the <br />objectives identified during the pre-planning meeting. Failure to submit the AAR in a timely manner may <br />prevent the approval of future operations requests. All AARs and other OPSG reporting requirements will <br />be submitted through the CBP Stonegarden Data Management System. Sectors are responsible for <br />submitting AARs into Border Patrol Enforcement Tracking System (BPETS) as applicable. <br />Operational Roles and Responsibilities <br />To achieve unity of effort, it is essential that each participant know the roles and responsibilities within <br />the IPT. The USBP sector’s Chief Patrol Agent, or his/her designee, will: <br />•Coordinate and chair the area IPT’s meetings; <br />•Coordinate with all interested and eligible SLTT agencies in the sector’s area of operation during <br />the open period of the OPSG application process by: <br />o Assisting applicants in completing the operations planning portion of the application, <br />which is like the Operations Order used by the USBP; <br />o Forwarding the approved operation portion of the application to CBP/USBP <br />Headquarters as well as to the SAA to complete the application process set by FEMA; <br />and <br />o Detailing what operational support the USBP Sector anticipates for specific periods and <br />matching the capabilities of partners to fill those gaps. <br />•Following the announcement of grant awards, coordinate and chair a meeting with SLTT <br />agencies that received OPSG awards to develop an individualized campaign plan. This includes: <br />o Working with SLTT agencies, along with other federal law enforcement agencies to <br />determine the dates, focus, and needs of each operational period, ensuring that each <br />operation has a nexus to border security; <br />o Receiving the first periodic operations order from the SLTT agencies and ensuring that <br />the operation is conducted as outlined in the Campaign Planning section; <br />o Monitoring and supporting the Operational Cycle throughout the performance period <br />o Ensuring the DAR and the AAR are submitted by state, local, and tribal agencies in the <br />proper format and within the established timeframes; <br />o Providing instruction, when possible, to state, local, and tribal agencies regarding <br />techniques, methods, and trends used by transnational criminal organizations in the area; <br />o Providing a single point of contact to participants as a subject-matter expert in OPSG that <br />can coordinate, collect, and report operational activities within the established reporting <br />procedures; <br />o Providing verification that operations are conducted; <br />o Documenting and conducting random, on-site operational verification of OPSG patrols <br />by subrecipients and friendly forces; <br />o Verifying that subrecipients are performing OPSG enforcement duties in accordance with <br />the applicable grant, statute, and regulatory guidance and instructions; and
