HSGP Appendix | 2023 Page A-42 <br />o Ensuring that grant funds are appropriately expended to meet sector border enforcement <br />operational requirements and assist in enhancing subrecipient/friendly force capabilities <br />to provide for enhanced enforcement presence, operational integration, and intelligence <br />sharing in border communities. <br />The state, local or tribal agency lead, or their designee, will: <br />•Coordinate with the SAA on all grant management matters including but not limited to the <br />development and review of operations orders, expenditure of funds, allowable costs, reporting <br />requirements; <br />•Upon receiving a grant award, coordinate and meet as a member of the IPT to develop an <br />individualized campaign plan that covers the length of the grant performance period; <br />•Work within the IPT to develop an initial Operational Cycle and determine the duration of the <br />first operational period based on the tactical needs specific to the area; <br />•Submit all operations orders for review and submit the operations order to the Border Patrol and <br />ensure the operation meets the six criteria established in the Operations Section: <br />o Conduct operations on an as-needed basis throughout the length of the grant performance <br />period; <br />o Integrate law enforcement partners from contiguous counties and towns into their tactical <br />operations to expand the layer of security beyond existing areas; <br />o Ensure all required reports, including reports from friendly forces, are submitted to the <br />Border Patrol and the SAA, when applicable, in the proper format and within established <br />timeframes; <br />o Ensure applicable OPSG-derived data is shared with the designated fusion center in the <br />state or high-risk urban areas; <br />o Ensure applicable intelligence is shared with the designated fusion center in the state <br />and/or high-risk urban areas; <br />o Request instruction and information from the SAA, when applicable, and/or USBP and <br />other federal law enforcement agencies regarding techniques, methods, and trends used <br />by transnational criminal organizations in the area; <br />o Provide the SAA and USBP a single point of contact that maintains subject-matter <br />expertise in OPSG who can coordinate, collect, and report operational activities within <br />the established reporting procedures; and <br />o Assist as required with the coordination, management, and operational aspects of the <br />grant. <br />The SAA will: <br />•Actively engage in the IPT meetings; <br />•Work in direct coordination and communication with the local or tribal agency lead on all grant <br />management matters; <br />•Review all operations orders created by the local or tribal agency; <br />•Acts as the fiduciary agent for the program and provide expertise in state policy and regulations; <br />•Enter into a subaward agreement to disburse the allocated funding awarded through FEMA; <br />•Generate biannual reports to FEMA capturing the subrecipients’ obligations and expenditures of <br />funds; <br />•Determine if the grant’s performance period requires additional refinement over the federally <br />established 36-month period; <br />•Conduct audits of the program to ensure that the subrecipients are following program guidance; <br />and
