<br /> EMPG Program Appendix | 2023 Page H-9 <br />Template Section Planning Considerations <br />identifying potential locations for Manufactured Housing Units and Recreational <br />Vehicles, and identifying available federal disaster housing assistance <br />State-Administered Direct Housing Implementation <br />FEMA encourages states to develop the capacity to administer FEMA Direct Housing Assistance through a <br />reimbursable Inter-Governmental Service Agreement (IGSA). Under this arrangement, FEMA determines <br />disaster survivors’ eligibility for specific direct hous ing options and makes all determinations regarding <br />continuing eligibility, appeals, and eligibility terminations. FEMA also monitors the state’s administration <br />of approved Direct Housing Options to ensure compliance with federal environmental, historic <br />preservation, and floodplain management requirements as well as program conditions specified within the <br />IGSA. States that choose to administer Direct Housing Assistance through an IGSA are required to develop <br />a Direct Housing Administrative Plan and are encouraged to establish pre-placed contract to support the <br />delivery of direct housing. Any contracts for this work would need to comply with the federal procurement <br />requirements at 2 C.F.R. §§ 200.317-200.327. For more information, regarding Direct Housing Assistance, <br />please visit Chapter 5 of the Individuals and Households Program Unified Guidance and Chapter 3 of the <br />Individual Assistance Program and Policy Guide (IAPPG). <br />Disaster Housing Exercises <br />Recipients are encouraged to exercise and validate their long-term sheltering and housing stabilization plans <br />as part of an existing exercise program. This includes: <br />• Validating the organizational structure of the Housing Task Force and internal readiness <br />capabilities to address post-disaster housing recovery issues or administer FEMA Direct Housing <br />Assistance under an IGSA <br />• Validating disaster housing communication plans and procedures that coordinate and integrate the <br />activities and information generated by internal/external partners <br />• Validating data systems, security, and exchange protocols <br />• Validating planned actions and milestones transitioning from emergency sheltering to temporary <br />housing to permanent housing and long-term recovery <br />Additional Disaster Housing Planning Resources <br />Recipients are encouraged to review the planning guidance available at Planning Guides. The Planning <br />Guides page includes: Planning Considerations: Disaster Housing Guidance for State, Local, Tribal and <br />Territorial Partners (May 2020), which supplements Comprehensive Preparedness Guide (CPG) 101: <br />Developing and Maintaining Emergency Operations Plans. It provides guidance on national housing <br />priorities, types of housing, key considerations and housing-specific planning recommendations for state, <br />local, tribal and territorial (SLTT) jurisdictions to use, in conjunction with the Six-Step Planning Process <br />described in CPG 101, to develop or improve disaster housing plans. <br />State Disaster Recovery Coordinator <br />The Pre-Disaster Recovery Planning Guide helps states prepare for recovery by developing pre-disaster <br />recovery plans that follow a process to engage members of the whole community, develop recovery <br />capabilities, and create an organizational framework for recovery efforts. <br />FEMA strongly recommends that EMPG Program recipients include pre-disaster recovery planning as part <br />of their State Readiness and Preparedness efforts by establishing a State Disaster Recovery Coordinator <br />(SDRC). An effective pre-disaster recovery plan and process is crucial to help recipients prepare for major <br />disaster incidents and recover effectively.
