The SDRC position should <br />be included in the State Administrative Plan with the following responsibilities: <br />• Development of the pre-disaster recovery plan, including state-level leadership and structure, <br />formation of communication channels, multi-agency coordination, and building whole-community <br />partnerships to support recovery efforts. <br />• Set the stage for necessary strategic, operational, and tactical post-disaster planning, actions, and <br />processes. <br />• Maximize impact of federal, private sector, and nongovernmental dollars to enable recovery and <br />resilience. <br />• Accelerate the delivery of resources, including funding and technical assistance, to disaster- <br />impacted communities. <br />• Enable state leadership to better organize and identify gaps in the state’s recovery capabilities. <br />Disaster Financial Management Policies and Procedures <br />Lessons learned from recent hurricane seasons and wildfires demonstrate the need for impacted <br />jurisdictions to improve their ability to immediately track and account for disaster costs. Disaster financial <br />management includes policies and procedures that work to recover expenses pertaining to damage, <br />emergency protective measures, and debris management during and after a disaster. These policies and <br />procedures include, but are not limited to, those supporting eligible contract costs and force account labor, <br />materials, and equipment. <br />State Administrative Plan <br />FEMA strongly recommends that EMPG Program recipients include disaster financial management <br />planning as part of their State Administrative Plan. An effective disaster financial management plan and <br />process is crucial to help recipients prepare for declarations of emergencies or major disasters and plan for <br />reimbursement.
