<br /> EMPG Program Appendix | 2023 Page H-11 <br />Disaster Financial Management Resources <br />Recipients are encouraged to use the following resources to inform their disaster financial management <br />planning efforts: <br />• State Administrative Plan Template: Recipients are recommended to use the State <br />Administrative Plan template found on FEMA’s Public Assistance webpage to inform their <br />planning efforts. The template includes example structure and content as a model for states to create <br />own Administrative Plan. <br />• Public Assistance Program and Policy Guide: The Public Assistance Program and Policy Guide <br />(PAPPG) combines all Public Assistance policy into a single volume and provides an overview of <br />the PA program implementation process. <br />• Public Assistance Frequently Asked Questions and Guidance: Recipients are encouraged to <br />view the Public Assistance Frequently Asked Questions and guidance found on the Public <br />Assistance webpage to assist with disaster financial management planning efforts. The webpage <br />provides information pertaining to documentation, Public Assistance grant funding eligibility, and <br />hazard mitigation and can be found at Public Assistance Fact Sheets, Job Aids, and FAQs. <br />• Office of Inspector General (OIG) Audit Tips: Recipients are recommended to consult the DHS <br />OIG report, Audit Tips for Managing Disaster-Related Project Costs (OIG-17-120-D) for further <br />assistance in documenting and accounting for disaster-related costs. This report is informed by OIG <br />audit findings and can assist recipients in addressing issues that are frequent findings in disaster- <br />related audits. <br />• Disaster Financial Management Guide: The Disaster Financial Management Guide provides <br />guidance for state, local, tribal, and territorial partners on establishing and implementing sound <br />disaster financial management practices. <br />• Procurement Disaster Assistance Team (PDAT): The PDAT provides training and other resources <br />to assist grant recipients in their efforts to comply with federal procurement standards. See <br />Contracting with Federal Funds for Goods and Services Before, During and After Disasters | <br />FEMA.gov for additional information. <br />Training and Exercises <br />Integrated Preparedness Plan (IPP) <br />Recipients are expected to engage senior leaders and other whole community stakeholders to identify <br />preparedness priorities specific to training and exercise needs, which will guide development of a <br />state/territory multi-year IPP. Similar to the EMPG Program Work Plan development process, these <br />priorities should be informed by various factors, including jurisdiction-specific threats and hazards (i.e., the <br />THIRA); areas for improvement identified by real-world events and exercises (i.e., AARs); external <br />requirements such as stakeholder preparedness reviews (i.e., SPRs), homeland security policy, and industry <br />reports; and accreditation standards, regulations, or legislative requirements. Recipients must document <br />these priorities, in conjunction with the Work Plan development process, and use them to deploy a schedule <br />of preparedness events and activities in the IPP. Information related to IPPs and Integrated Preparedness <br />Planning Workshops (IPPWs) can be found on the HSEEP website at Homeland Security Exercise and <br />Evaluation Program and FEMA Preparedness Toolkit. <br />Recipients should ensure that their EMPG Program Work Plans and IPPs align with and are complementary <br />to one another and are used in tandem to support shared priorities for building and sustaining the <br />state/territory’s preparedness capabilities. Recipien ts should include planning, training, and exercise <br />projects in their EMPG Program Work Plan that support priorities included in their IPP. The current multi - <br />year IPP must be submitted to hseep@fema.dhs.gov and the Regional EMPG Program Manager before <br />January 31 of each year.
