EHP policy <br />guidance and the EHP Screening Form can both be found on FEMA.gov. EHP review materials should be <br />sent to gpdehpinfo@fema.dhs.gov. <br />Western Hemispheric Travel Initiative (SHSP) <br />In addition to the expenditures outlined above, SHSP funds may be used to support the implementation <br />activities associated with the Western Hemisphere Travel Initiative (WHTI), including the issuance of <br />WHTI-compliant tribal identification cards. <br />Emergency Management Accreditation Program <br />States can encourage their local jurisdictions to pursue assessment and accreditation under the Emergency <br />Management Accreditation Program (EMAP). EMAP’s assessment and accreditation of emergency <br />management organizations against consensus-based, American National Standards Institute (ANSI)- <br />certified standards allows for standardized benchmarking of critical functions necessary for an emergency <br />management organization to meet the core capabilities identified in the Goal. Additional information on <br />the EMAP Standard is available at http://www.emap.org. <br />28 C.F.R. Part 23 Guidance <br />FEMA requires that any information technology system funded or supported by these funds comply with <br />28 C.F.R. Part 23, Criminal Intelligence Systems Operating Policies if this regulation is determined to be <br />applicable. Additionally, please see 28 C.F.R. Part 23 requirements that pertain to fusion centers at <br />http://www.dhs.gov/homeland-security-grant-programs-hsgp. <br />Unallowable Costs (OPSG) <br />OPSG unallowable costs include costs associated with evidence collection, arrest processing, prosecution, <br />and Traffic/DUI checkpoints, such as evidence documentation cameras, fingerprinting supplies, alcohol <br />breathalyzers, portable work lights, traffic barricades, and similar law enforcement expenses. OPSG <br />unallowable costs also include costs associated with staffing and general IT computing equipment and <br />hardware, such as personal computers, faxes, copy machines, modems, etc. OPSG is not intended as a <br />hiring program. Therefore, applying funds toward hiring full-time or permanent sworn public safety <br />officers is unallowable. OPSG funding shall not be used to supplant inherent routine patrols and law <br />enforcement operations or activities not directly related to providing enhanced coordination between local <br />and federal law enforcement agencies. Finally, construction and/or renovation costs are prohibited under <br />OPSG. Applicants should refer to IB 421b, or contact their FEMA HQ Preparedness Officer for guidance <br />and clarification. Due to the nature of OPSG, exercise expenses are not allowable costs under OPSG. <br />Unallowable Costs (SHSP, UASI, and OPSG) <br />•Per FEMA policy, the purchase of weapons and weapons accessories, including ammunition, is <br />not allowed with HSGP funds; <br />•Grant funds may not be used for the purchase of equipment not approved by FEMA. Grant funds <br />must comply with FEMA Policy 207-22-0002, Prohibited or Controlled Equipment Under FEMA <br />Awards, and may not be used for the purchase of the following equipment: firearms; ammunition; <br />grenade launchers; bayonets; or weaponized aircraft, vessels, or vehicles of any kind with weapons <br />installed; <br />•Unauthorized exercise-related costs include:
