Continuity capabilities increase resilience and the probability that organizations can perform <br />essential functions in the delivery of core capabilities that support the mission areas. FEMA is responsible <br />for coordinating the implementation and development, execution, and assessment of continuity <br />capabilities among executive departments and agencies. To support this role, FEMA develops and <br />promulgates directives, policy, and guidance for federal and SLTT governments, non-governmental <br />organizations, and private sector critical infrastructure owners and operators. Federal Continuity <br />Directives (FCDs) establish continuity program and planning requirements for executive departments and <br />agencies. This direction and guidance assist in developing capabilities for continuing the essential <br />functions of federal and SLTT governmental entities, as well as public/private critical infrastructure <br />owners, operators, and regulators enabling them.
