Controversial Issues <br />Board Policy 6144 <br />The Governing Board believes that students should have opportunities to discuss controversial issues which <br />have political, social, or economic significance and which the students are mature enough to investigate and <br />address. The study of a controversial issue should help students learn how to gather and organize pertinent <br />facts, discriminate between fact or fiction, draw intelligent conclusions, and respect the opinion of others. <br />The Board expects teachers to exercise caution and discretion when deciding whether or not a particular issue <br />is suitable for study or discussion in any particular class. Teachers should not spend class time on any topic <br />which they feel is not suitable for the class or related to the established course of study. <br />The Board also expects teachers to ensure that all sides of a controversial issue are impartially presented, with <br />adequate and appropriate factual information. Without promoting any partisan point of view, the teacher should <br />help students separatefactfrom opinion and warn them against drawing conclusions from insufficient data. The <br />teacher shall not suppress any student's view on the issue as long as its expression is not malicious or abusive <br />towards others. <br />Teachers sponsoring guest speakers shall either ask them not to use their position or influence on students to <br />forward their own religious, political, economic, or social views or shall take active steps to neutralize whatever <br />bias has been presented. <br />Copyrighted Materials <br />Board Policy 6161 <br />It is the intention of the Governing Board to adhere to all provisions of Federal copyright laws as well as current <br />guidelines and interpretations with respect to these laws. <br />All employees of the North Orange County Regional Occupational Program will observe the legal restrictions of <br />the copyright laws for all printed materials and for all non -print materials including software programs, <br />videocassettes, and broadcasted programs. <br />The legal or insurance protection of the District shall not be extended to employees who violate copyright laws. <br />Procedures for the implementation of this policy will be developed and provided to all staff members. In-service <br />will be given to the staff on an as needed basis to insure the compliance with applicable laws. <br />COVID-19 Safety Plan <br />The North Orange County Regional Occupational Program (NOCROP) is committed to <br />y,n U the safety of our employees and students and mitigating the spread of COVID-19. We <br />have developed this COVID-19 Safety Plan to help us identify risks and determine any <br />appropriate control measures to implement. Our COVID-19 Safety Plan incorporates <br />n information from the following resources: (1) U.S. Centers for Disease Control and <br />Prevention (CDC); (2) Occupational Safety and Health Administration (OSHA); (3) <br />California State COVID-19 Website; (4) California Department of Public Health; <br />(5) The Orange County Department of Education, and (6) Orange County <br />S T 1%1W_e THE Health Care Agency. The NOCROP COVID-19 Task Force will monitor <br />relevant federal, state, and local guidance and update our COVID- <br />19 Safety Plan as conditions surrounding the COVID-19 pandemic <br />continue to evolve. In response to the COVID-19 pandemic, this plan <br />has been developed and is comprised of the following components <br />SPREADto mitigate and protect against potential infection of COVID-19. <br />The NOCROP COVID-19 Safety Plan does not supersede or replace plans implemented by NOCROP partner <br />districts. Staff who are based on partner district campus sites will follow the respective districts' guidelines of the <br />Anaheim Union High, Brea Olinda Unified, Fullerton Joint Union, Los Alamitos Unified, and Placentia-Yorba <br />Linda Unified School Districts. <br />10 <br />
