If unresolved, the formal process continues <br />(see Step 3.) <br />Step 3 — Investigation/Decision <br />ROP investigates the complaint. A decision is given to the student within thirty (30 calendar days of receiving <br />the written complaint from Step 2. If unresolved, file an appeal (see Step 4). <br />Step 4 — Appeal to the Board of Trustees <br />Send a written appeal to the North Orange County ROP Board of Trustees through the ROP Superintendent <br />within five (5) business days of receiving the decision from Step 3. A decision is given to the student within <br />sixty (60) days of receiving the written complaint from Step 2. If unresolved, file an appeal within fifteen (15) <br />calendar days of receiving the Board of Trustees' decision (see Step 5). <br />Step 6 — Appeal to the State Superintendent <br />Send a written appeal to the California Department of Education within fifteen (15) calendar days of <br />receiving the Board of Trustees' decision from Step 4. <br />Vandalism, Theft, and Graffiti <br />Board Policy 6131.5 <br />The Governing Board considers vandalism a very serious matter. Vandalism includes the writing of graffiti and <br />the negligent, willful, or unlawful damage to or theft of any ROP real or personal property. <br />Any ROP student who commits an act of vandalism shall be subject to disciplinary action by the ROP and also <br />may be prosecuted through other legal means. If reparation of damages is not made, the ROP may withhold <br />the student's grades, certificates, and/or transcripts in accordance with law. <br />Withdrawal and Refund Policies <br />Tuition Refund Policy <br />Students have the right to withdraw from a program of instruction at any time. For the purposes of determining <br />the amount the student owes for the time attended, students in all programs shall be deemed to have <br />withdrawn from the program when any of the following occurs: <br />• Notify NOCROP of withdrawal in writing of the actual date of withdrawal; or <br />® NOCROP terminates the enrollment due to academic or attendance issues <br />Students are charged each payment period for the tuition, fees, books, and/or supplies attributable to the <br />courses scheduled for the payment period. Note that the payment period for all programs may vary. Individual <br />course payment dates are pre -determined based on the course start date. <br />If the student withdraws or is dismissed from the program, NOCROP will calculate whether a refund of tuition, <br />fees, books, or supplies is due for the payment period from which the student withdrew. If so, NOCROP will <br />remit any required refund within 45 days following the withdrawal. Supplies issued to students and books <br />purchased through NOCROP are not refundable. Students completing less than 50% of the course or program <br />of study will receive a pro rata refund based on number of days or number of modules attended. <br />Students who completed more than 50% of the course during the payment period are liable for 100% of the <br />tuition for the course, module or Term, and fee charges for all courses scheduled for the payment period at the <br />time of withdrawal, as well as books and supplies purchased through NOCROP for the payment period. <br />26 <br />
