Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />would require a Zone Change to modify the site's M1 zoning to SD-82, it would make the site's <br />zoning consistent with the rest of the Fairview Business Park. Additionally, no change in density <br />or building height is proposed. Thus, the proposed project would be consistent with the allowed <br />development density for the site's FLEX-1.5 land use designation established by the General Plan <br />Update and would have similar or lesser significant impacts than those analyzed in the GPU EIR. <br />Furthermore, development would be required to comply with existing standards governing <br />aesthetics for the SD-82 zone, which is consistent with the standards for M1 uses in Municipal <br />Code Chapter 41, Article 111, Division 18. Overall, the project would renovate an unused, vacant <br />automobile repair building as a school district office and provide outdoor areas with a community <br />garden and play areas. Thus, the project would improve the aesthetic character of the project site <br />and complement the existing development in the Fairview Business Park. Therefore, the <br />proposed project would not have a substantial adverse effect on a scenic vista, damage scenic <br />resources within a State -designated scenic highway, or conflict with existing policies governing <br />scenic quality. Moreover, to further reduce impacts associated with the proposed project, <br />implementation of RR AE-1 would ensure compliance with the California Building Code, including <br />provisions of the Building Energy Efficiency Standards related to lighting and adherence to <br />applicable development standards in the Zoning Code. <br />Additionally, the proposed project would comply with existing outdoor lighting standards for <br />nonresidential buildings in Municipal Code Section 8-211, Special commercial building provisions, <br />which require lighting to be contained on -site. Proposed nighttime lighting on -site for the outdoor <br />areas would be limited to security lighting (i.e., no field lights that could impact neighboring uses <br />at night). Therefore, impacts related to nighttime lighting and glare would be less than significant. <br />4.1.3 Conclusion <br />As such, the project is consistent with the General Plan Update. With implementation of RR AE- <br />1 and AE-2 identified in the GPU EIR, the proposed project would not have any specific effects <br />which are peculiar to the project or the site. There are no project -specific impacts or potentially <br />significant off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new <br />significant or substantially more severe aesthetic impacts than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR AE-1 The City shall enforce adherence with the California Building Code, including <br />provisions of the Building Energy Efficiency Standards related to lighting. <br />RR AE-2 The City shall enforce development standards and other general provisions as <br />detailed in the Zoning Code (Chapter 41 of the Municipal Code) to ensure <br />consistency between the City's General Plan and proposed development projects. <br />This includes compliance with the requirements of any ordinance adopting specific <br />development plans. <br />4.2 Agriculture and Forestry Resources <br />4.2.1 GPU EIR Findings <br />Most of the City, including the project site, is urbanized, developed, and does not provide <br />opportunities for agricultural or forestry use.
