Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />4.2.2 Project Analysis <br />The project site is fully developed and consists of a building formerly utilized by automobile repair <br />businesses and a surface parking area within the Fairview Business Park. The project does not <br />involve any land use changes related to agriculture, forest land, or timberland production. The <br />project site and surrounding area are not designated as Prime Farmland, Unique Farmland, or <br />Farmland of Statewide Importance, and do not include lands that qualify as forest land or <br />timberland.3 Additionally, there are no lands in the City under a Williamson Act contract.4 <br />Therefore, no impact to agricultural and forestry resources would occur. <br />4.2.3 Conclusion <br />Overall, the project is consistent with the General Plan Update, and would not have any specific <br />effects which are peculiar to the project or the site. There are no project -specific impacts or <br />potentially significant off -site or cumulative impacts the GPU EIR failed to analyze, and there are <br />no new significant or substantially more severe impacts to agriculture and forestry resources than <br />anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: No GPU EIR regulatory <br />requirements or mitigation measures apply. <br />4.3 Air Quality <br />4.3.1 GPU EIR Findings <br />The GPU EIR determined that the General Plan Update is inconsistent with the Air Quality <br />Management Plan (AQMP) because buildout under the General Plan Update would exceed the <br />population estimates assumed for the AQMP and would cumulatively contribute to the <br />nonattainment designations of the South Coast Air Basin (Basin). The GPU EIR included <br />Mitigation Measure AQ-2, which would reduce criteria air pollutant emissions from operational - <br />related activities to the extent feasible; however, due to the magnitude and scale of the land uses <br />that would be developed, no mitigation measures are available that would reduce operation and <br />construction impacts below South Coast Air Quality Management District (SCAQMD) thresholds. <br />Therefore, the GPU EIR determined that impacts related to AQMP consistency and air quality <br />emissions would remain significant and unavoidable. <br />The GPU EIR also determined that construction activities associated with buildout of the GPU <br />could generate short-term emissions that exceed the SCAQMD significance thresholds and <br />cumulatively contribute to the nonattainment designations of the Basin. Implementation of <br />Mitigation Measure AQ-1 would reduce criteria air pollutant emissions from construction -related <br />activities to the extent feasible.
