Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />ii) Would the project cause or contribute to new air quality violations? <br />As discussed below, the proposed project would result in emissions that are below the <br />SCAQMD thresholds. Therefore, the project would not have the potential to cause or affect <br />a violation of the ambient air quality standards. <br />iii) Would the project delay timely attainment of air quality standards or the interim <br />emissions reductions specified in the AQMP? <br />The proposed project would result in less than significant impacts regarding regional and <br />localized concentrations during project construction and operations As such, the project <br />would not delay the timely attainment of air quality standards or 2022 AQMP emissions <br />reductions. <br />Criterion 2: <br />With respect to the second criterion for determining consistency with SCAQMD and SCAG air <br />quality policies, it is important to recognize that air quality planning within the Basin focuses on <br />attainment of ambient air quality standards at the earliest feasible date. Projections for achieving <br />air quality goals are based on assumptions regarding population, housing, and growth trends. <br />Thus, the SCAQMD's second criterion for determining project consistency focuses on whether <br />the proposed project exceeds the assumptions utilized in preparing the forecasts presented in the <br />2022 AQMP. Determining whether a project exceeds the assumptions reflected in the 2022 <br />AQMP involves the evaluation of the three criteria outlined below. The following discussion <br />provides an analysis of each of these criteria. <br />i) Would the project be consistent with the population, housing, and employment growth <br />projections utilized in the preparation of the AQMP? <br />Growth projections included in the 2022 AQMP form the basis for the projections of air <br />pollutant emissions and are based on general plan land use designations and SCAG's <br />2020-2045 RTP/SCS demographics forecasts. The population, housing, and employment <br />forecasts within the 2020-2045 RTP/SCS are based on local general plans as well as input <br />from local governments, such as the City. The SCAQMD has incorporated these same <br />demographic growth forecasts for various socioeconomic categories (e.g., population, <br />housing, employment) into the 2022 AQMP. <br />The project site is designated FLEX-1.5 and is zoned M1 and SD-82 zones. The FLEX- <br />1.5 designation allows for various office uses, a maximum FAR of 1.5 and a maximum <br />building height of three stories. The proposed project would renovate an existing 5,837- <br />square foot building as an office building for Vista Charter Public Schools. The building is <br />located on a 0.9-acre (39,204 square -foot) site, thus providing an FAR of 0.15. The <br />existing building height would remain the same at 19 feet and four inches. As such, the <br />project would meet the design standards of the FLEX-1.5 designation. <br />Permitted uses in the SD-82 zone are the uses permitted in the M1 zone as specified in <br />Municipal Code Chapter 41, Article III, Division 18, M1 (Light Industrial), and schools by <br />right and churches with a conditional use permit. Further, it is noted that the operational <br />and development standards for the permitted and conditionally permitted Light Industrial <br />Uses within the SD-82 zone shall be consistent with the operational and development <br />standards found in Municipal Code Chapter 41, Article III, Division 18.
