Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />be required to modify the existing M1 zone to SD-82 to be consistent with the majority of <br />the Fairview Business Park. In addition to the proposed Zone Change, the project also <br />proposes a Zoning Ordinance Amendment to amend the operational standards of the SD- <br />82 zoning district to allow outdoor play areas. The project would also redevelop the shared <br />surface parking lot in the southern portion of the site into an outdoor area consisting of an <br />approximately 2,297-square foot community garden, an approximately 7,372-square foot <br />play field, and an approximately 4,640-square foot play yard. Under current SD-82 <br />provisions, play areas for children are limited to indoors only. Upon approval of the above <br />entitlements, the proposed project would be consistent with the requirements of the <br />General Plan Update and project site's zoning, and would not conflict with any land use <br />plan, policy, or regulation adopted for the purpose of avoiding or mitigating an <br />environmental effect. Impacts would be less than significant. <br />The project proposes to remodel and reoccupy a building formerly occupied by an <br />automotive repair use as an office building for Vista Charter Public Schools. As discussed <br />in Section 4.14, Population and Housing, Vista Charter Public Schools operates six public <br />charter schools in Los Angeles and Orange County and serves a total of 1,500 students. <br />The proposed project creates an opportunity to have a district office located next to the <br />organization's largest school, Vista Heritage Global Academy. However, it is anticipated <br />that the project would not generate new employment opportunities within the existing <br />organization. Additionally, proposed outdoor areas would serve existing students of the <br />adjoining Vista Heritage Global Academy and would not increase existing school capacity. <br />As a result, the proposed project would not directly or indirectly result in substantial <br />unplanned population growth in the area or displace substantial numbers of existing <br />people or housing. Additionally, as the SCAQMD has incorporated these same projections <br />into the 2022 AQMP, it can be concluded that the proposed project would be consistent <br />with the projections included in the 2022 AQMP. A less than significant impact would occur <br />in this regard. <br />ii) Would the project implement all feasible air quality mitigation measures? <br />The proposed project would result in less than significant air quality impacts. Compliance <br />with all feasible emission reduction rules and measures identified by the SCAQMD would <br />be required as identified in RR AQ-2 and AQ-3 below. As such, the proposed project meets <br />this 2022 AQMP consistency criterion. <br />iii) Would the project be consistent with the land use planning strategies set forth in the <br />AQMP? <br />Land use planning strategies set forth in the 2022 AQMP are primarily based on the 2020- <br />2045 RTP/SCS. There is an existing bus stop located less than one mile to the west of <br />the project site operated by Orange County Transportation Authority. Further, the project <br />would provide bicycle parking and encourage alternate mode of transportation. Therefore, <br />the project would be consistent with the actions and strategies of the 2020-2045 RTP/SCS <br />As such, the proposed project meets this AQMP consistency criterion. <br />In conclusion, the determination of 2022 AQMP consistency is primarily concerned with the long- <br />term influence of a project on air quality in the Basin. The proposed project would not result in a <br />long-term impact on the region's ability to meet State and Federal air quality standards. Further, <br />the proposed project's long-term influence on air quality in the Basin would also be consistent <br />with the SCAQMD and SCAG's goals and policies and is considered consistent with the 2022 <br />AQMP. <br />Dec i y ouncil 26 — 73 1/16/20'2 e 13 <br />
