4. The Circumstantial Overriding Ruling on Tax -Funded Conflict <br />a) Islamic Jurisprudential Rule: Any form of taxation other than Khums and Zakat is <br />expressly prohibited in Islam (haram). <br />b) Under exceptional compelling circumstances, as in the case of war, a <br />Circumstantial Overriding Ruling (`unvvdn thdnarvi) permits the just leader to levy <br />extra taxation, or other forms of taxation, to finance a defensive war. This is only a <br />limited and temporary measure which should be lifted as soon as the compelling <br />circumstances are gone, and revert to the normal rulings concerned. <br />5. Acquiring More Than One's Earnings <br />Prophetic Hadith: <br />13uraidah ibn Al-Husaib narrated that the Prophet (pbuh) said: "When we appoint <br />someone to a (public) post and provide him with an allowance, anything he takes <br />beyond that is an ill-gotten gain.
