City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />mutual aid systems will establish coordination and communications with the EOCs regardless of their work <br />location. <br />3.5.2 Activation of Mutual Aid <br />Mutual aid assistance may be provided under one or more of the following authorities: <br />• California Master Mutual Aid Agreement <br />• California Fire and Rescue Emergency Mutual Aid Plan <br />• California Law Enforcement Mutual Aid Plan <br />• California Coroners' Mutual Aid Plan <br />• California Emergency Management Mutual Aid (EMMA) Plan <br />• California Medical Mutual Aid Plan <br />• Statewide Public Works Mutual Aid Agreement <br />• Emergency Management Assistance Compact (EMAC) <br />• Transit Mutual Assistance Compact (TransMac) <br />• Orange County Operational Area Agreement <br />• Water Emergency Response Organization of Orange County (WEROC) <br />• California Water/Wastewater Agency Response Network (Cal WARN) <br />• Robert T. Stafford Disaster Relief and Emergency Assistance Act <br />When there are not enough resources within the City of Santa Ana to respond effectively to an emergency, the <br />affected City Department(s) will be responsible for identifying and defining the assistance needed and drafting <br />the resource request to secure those resources through the Operational Area or Mutual Aid Coordinator. These <br />resource requests will be routed through the City EOC, when activated, or directly to Operational Area Mutual <br />Aid Coordinators. <br />Resource requests should specify, at a minimum: <br />• Number and type (discipline or skill) of personnel needed. <br />• Type, amount and performance specifications of equipment needed. <br />• Reporting time, location and access routes. <br />• Authority to whom resources should report and contact information. <br />• Estimated duration of operations. <br />• Anticipated risks or hazards. <br />When requests cannot be fulfilled from resources currently available within the Orange County Operational Area, <br />the Operational Area Mutual Aid Coordinator(s) will provide relevant information and submit requests for support <br />to the Cal OES Regional EOC to be filled from regional or statewide mutual aid resources. <br />3.5.3 Discipline -Specific Mutual Aid Systems <br />3.5.3.1 Law Enforcement and Coroner Mutual Aid <br />Any Santa Ana Police Department official designated to act as an Incident Commander, or any member of Santa <br />Ana Police Department Command Staff (any Watch Commander, Bureau or Division Commander, Deputy Chief <br />or Chief of Police) may initiate a request for law enforcement mutual aid. <br />The Orange County Sheriff -Coroner Department serves as the Law Enforcement and Coroner Mutual Aid <br />Coordinator for the Orange County Operational Area. The Sheriff's Department maintains a Law Enforcement <br />Mutual Aid Bureau, which is responsible for organizing and coordinating with all law enforcement agencies within <br />the OA for resources to support law enforcement or coroner operations throughout the OA. If the OA Law <br />Enforcement and Coroner Mutual Aid Coordinator is unable to gather sufficient resources from within the OA, <br />they will make a request for additional resources to the Cal OES Southern Regional Law Enforcement and Coroner <br />Mutual Aid Coordinator. <br />123 <br />
