City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />The Law Enforcement Mutual Aid system is further boosted by Section 830.1 of the Penal Code, which states that <br />whenever a State of Emergency exists within a region or area, the following personnel within the region or area, <br />or who may be assigned to duty therein, have full peace officer powers and duties: <br />• All members of the California Highway Patrol. <br />• All deputies of the Department of Fish and Game who have been appointed to enforce the provisions of <br />the Fish and Game Code. <br />• The State Forester and the staff of the Department of Forestry who are designated by the State Forester as <br />having the powers of peace officers. <br />• Peace officers who are state employees within the provisions of Penal Code Section 830.5. <br />3.5.3.2 Fire and Rescue Mutual Aid <br />Fire, rescue and emergency medical services within the City of Santa Ana are provided by Division 6 of the <br />Orange County Fire Authority (OCFA). Any OCFA Chief Officer may initiate a request for fire or rescue mutual <br />aid assistance. OCFA also serves as the Fire and Rescue Mutual Aid Coordinator for the Orange County <br />Operational Area, through the OCFA Duty Chief. The Fire and Rescue Mutual Aid Coordinator is responsible <br />for organizing and coordinating with all fire and rescue agencies within the OA for resources to support fire, <br />rescue or emergency medical operations throughout the OA. If the OA Fire and Rescue Mutual Aid Coordinator <br />is unable to mobilize sufficient resources from within the Operational Area, they will make a request for additional <br />resources to the Cal OES Southern Regional Fire and Rescue Coordinator. <br />3.5.3.3 Public Works Mutual Aid and Water and Wastewater Mutual Aid <br />The City of Santa Ana Public Works Agency manages public works infrastructure for the City, which includes <br />infrastructure for roadways and vehicle travel, storm drainage and flood control, drinking water and wastewater, <br />and removal of trash, waste and debris. Orange County Public Works coordinates the Public Works Mutual Aid <br />System for the Operational Area and serves as the Operational Area Public Works Mutual Aid Coordinator, <br />responsible for organizing and coordinating with other public works departments and agencies in the OA for <br />resources to support public works needs throughout the OA. If the OA Public Works Mutual Aid Coordinator is <br />unable to mobilize sufficient resources from within the OA, they will make a request for additional resources to <br />the Cal OES Southern Regional Public Works Mutual Aid Coordinator. <br />The Orange County Public Works Mutual Aid Coordinator also coordinates with the Water Emergency Response <br />Organization of Orange County (WEROC). WEROC is a mutual aid agreement among water and wastewater <br />utilities within Orange County. The WEROC Mutual Aid Coordinator (OA WEROC Liaison) is responsible for <br />organizing and coordinating with water utilities in the OA for resources to support emergency response. The <br />Public Works Mutual Aid Coordinator and WEROC Liaison coordinate closely when both are activated. If they <br />are unable to mobilize sufficient water resources from within the Operational Area, they will make a request for <br />additional resources to the Cal OES Southern Region Public Works Mutual Aid Coordinator and the Ca1WARN <br />(California Water and Wastewater Agency Response Network) Region 1 Representative. <br />3.5.3.4 Medical Mutual Aid <br />The City of Santa Ana does not provide medical or public health services, these are provided throughout Orange <br />County by the Orange County Health Care Agency (OCHCA). OCHCA also serves as the Medical and Health <br />Operational Area Coordinator (MHOAC) and coordinates the Medical Mutual Aid System for the Operational <br />Area. The MHOAC is responsible for organizing and coordinating with other health and medical resources and <br />agencies within the OA for resources to support the OA. If the MHOAC is unable to obtain sufficient resources <br />within the OA, they will make a request for additional resources to the Cal OES Southern Regional Medical and <br />Health Coordinator. <br />124 <br />
