City of Santa Ana Emergency Operations Plan <br />Part 1 Basic Plan <br />Chief and Branch Directors are responsible for coordinating with their counterparts in Incident Command <br />Posts and field responders to identify and seek out needed response resources and support on their behalf. <br />In addition, there may be situations in which departments can better respond to an incident if their resources <br />are pooled and coordinated in a unified effort through the EOC. <br />The Operations Section consists of the: <br />• Operations Section Chief <br />• Law Enforcement Branch <br />o Traffic Control Unit <br />o Evacuation, Search & Coroner Unit <br />• Public Works Branch <br />• Water & Utilities Branch <br />• Fire & Rescue Branch <br />4.1.3.3 Planning & Intelligence Section <br />The Planning & Intelligence Section is responsible for collecting, evaluating, and disseminating situational <br />information pertaining to the emergency. This section maintains information and intelligence on the current <br />and forecasted situations and gathers and disseminates information and intelligence critical to the incident. <br />Personnel prepare and develop the EOC Action Plan (EAP), situational status reports and incident maps. <br />The Planning & Intelligence Section consists of the: <br />• Planning & Intelligence Section Chief <br />• Situation Status Unit <br />• Damage & Safety Assessment Unit <br />• Action Planning Unit <br />• Documentation Unit <br />• Recovery Planning Unit <br />4.1.3.4 Logistics Section <br />The Logistics Section is responsible for providing facilities, services, transportation, personnel, equipment, <br />food service, communications and other resources for EOC operations and to support responders in the <br />field. This may include utilizing City resources, ordering resources through appropriate procurement <br />systems, or utilizing mutual aid, private sector or volunteer resources. <br />The Logistics Section consists of the: <br />• Logistics Section Chief <br />• Supplies & Equipment Unit <br />• IT & Communications Unit <br />• Personnel Unit <br />• Facilities & Transportation Unit <br />• Mass Care & Shelter Branch <br />• Schools Unit <br />4.1.3.5 Finance & Administration Section <br />The Finance & Administration Section provides financial and administrative services to support EOC and <br />response activities. In complex scenarios involving expenditures from multiple sources, the Finance & <br />Administration Section monitors multiple sources of funds and reports on the financial "burn rate" as the <br />144 <br />
