City of Santa Ana Emergency Operations Plan <br />Part I Basic Plan <br />Hosting interagency coordination meetings, community stakeholder forums and task force <br />workshops, to ensure information and strategies are shared collaboratively. <br />5.4.3 Individuals and Households Actions <br />Individuals and households will stabilize their circumstances by establishing adequate transitional or <br />permanent shelter, assessing damage to their property and initiating repair or rebuilding, resuming work <br />and other regular activities, obtaining insurance proceeds, and applying for assistance programs. <br />5.4.4 Private -Sector Actions <br />The private sector engages in activities necessary to resume business operations —including assessing <br />damage, implementing continuity of business plans, caring for employees, shifting operations to temporary <br />facilities or locations, obtaining insurance proceeds and applying for assistance programs. In coordination <br />with the Operational Area and local governments, businesses also may play a key role in donating goods <br />and services for community recovery. <br />5.4.5 Nongovernmental Organizations Actions <br />NGOs, community -based organizations, and faith -based organizations such as the American Red Cross or <br />Salvation Army are members of the Collaborative Organizations Active in Disaster, Orange County <br />(COAD-OC). These organizations provide support to individuals and households displaced by a disaster <br />and will work with governmental organizations to support the transition from care and shelter operations <br />to interim housing arrangements. Such groups include churches, neighborhood health clinics and food <br />distribution agencies. NGOs and community -based organizations may provide a range of services such as <br />donations management; emergency food, clothing and shelter; as well as support of housing reconstruction. <br />They provide these services independently or in coordination with local, state and federal efforts. <br />5.4.6 State Government Actions <br />When a State of Emergency is proclaimed in counties affected by a disaster, Cal OES will lead California's <br />recovery operations and coordinate assistance provided by other State agencies and the Federal government. <br />Other State agencies may provide support to local governments under their respective authorities or under <br />other Federal programs. These State agencies coordinate their activities with Cal OES but may direct <br />operations from their respective department operations centers. When Federal assistance is required, Cal <br />OES will work with FEMA and other Federal agencies to ensure effective delivery of services. The <br />Governor appoints a State Coordinating Officer (SCO) to coordinate the State's requests for Federal <br />assistance and interact with Federal officials. <br />5.4.7 Federal Government Actions <br />The Federal government provides recovery support under the National Disaster Recovery Framework <br />(NDRF) following a Presidential disaster declaration, and immediately mobilizes resources in anticipation <br />of likely needs and provides those resources to state and local governments upon request from the State. <br />FEMA coordinates Federal recovery operations: <br />• In accordance with the Stafford Act, the President appoints a Federal Coordinating Officer (FCO) and <br />may appoint a Federal Disaster Recovery Coordinator to manage Federal operations and coordinate <br />recovery programs. <br />• At the request of the State, FEMA coordinates direct Federal assistance to State and local governments <br />through a system of designated Emergency Support Functions (ESFs). <br />165 <br />
