Warner have neglec- <br /> ted and refused to conhinue or support a policy of rigid <br /> economy as desired by taxpayers of the city." <br /> Answer. This charge is absolutely false. I supported every <br /> economy measure for which the other councilmen voted, except <br /> for reducing the personnel of the Police and Fire Departments. <br /> Mr. Penn and I opposed that movement and had the loyal support <br /> of practically every merchant in Santa Ana, also hundreds of <br /> home owners. The safety of the homes and the people of Santa <br /> Ana was far too great to be Jeopardized by closing fire sta- <br /> tions and laying off Firemen and Policemen. The State Board <br /> of Fire Insurance Underwriters notified us that if we reduced <br /> the Fire Department by four men as proposed, they might be <br /> forced to raise the fire t~surance rate on the entire city. <br /> That settled that. <br /> "4. 'Because both William Penn and E. G. Warner have suppor- <br /> ted donations of public money to private institutions and <br /> unless recalled they threaten to so spend further sums for <br /> unnecessary and extravagant purposes." <br /> Answer. It is stated that I have supported donations of <br /> public money to private institutionst. Evidently this means <br /> seml-pub~ic or community organizations, such as our municipal <br /> band, our Chamber of Commerce and our two loc al ccmpanies of <br /> the National Guards of California. <br /> Yes: I voted to spend two cents for Music and two cents for <br /> Advertising out of each $100.00 of assessed valuation each year <br /> So did every other member of the City Council. So did every <br /> former Council. <br /> In regard to voting $200.00 to our two local companies of the <br />National Guards - the only reason I did not vote "Yes" this <br />year was because I, as M~yor, Gan only vote in case of a "tie", <br />and there was no "tie". The vote was three "Yes" and no "Noes" <br />Mrs. LeGaye not voting. <br />In 1931 the Council voted them $200.00; in 1932, $100.00; <br />in 1933 nothing, as we were cutting salaries; this year (1934) <br />$200.00. <br />After the earthquake ottr National Guards did splendid work <br />patroling our::streets and preventing vandalism, many making <br />financial sacrifices in order to do so. <br />"5. Because E. G. ~&rner and William Penn along with <br />Plummet Bruns and Fred C. Rowland, have shown they are domina- <br />ted by a private political group not connected with the city <br />government, and under their guidance the city is fast becoming <br />a plaything to enrich or enhance the power of these politicians <br />The only reason Messrs. Bruns and Rowland are not included in <br />this recall movement is that they have not yet held office six <br />months and are not yet eligible to recall under the law." <br />Answer. This is a serious accusation agairmt Mr. Penn, ~. <br />Bruns, Mr. Rowland and myself. The charge that we "are domi- <br />nated by a private political group not connected with the city <br />government" is absolutely false and has no foundation in fact. <br />The rest of that charge that "under their guidance the city is <br />fast becoming a plaything to enrich or en~hance the power of <br />these politicians", is a serious charge and constitutes a libel <br />and I hereby demand that you, A. G. Diehl, F. A. McFarren and <br />V~. Duncan, produce the proof of that charge, or retract it. <br />Vfho is this "political group" you speak of? Name them. For <br />you men to make such a libelous statement as you have signed <br />here is un-American and a cowardly thing to do, and I demand <br />that you furnish proof of these charges or retract them. <br />"6. Because Messrs. Warner and Penn, by refusing to make <br />desirable and necessary economies, and by showing favoritism <br />to friends as against the interests of taxpayers of the city, <br />have demonstrated thsy have not the best interests of taxpayers <br />at heart and will likely prevent further economies of from <br />$25,000.00 to $50,000.00 during the ensuring year unless <br />removed from office at this time." <br />Answer. This charge is silly and ~reposterous. I deny the <br />accusation. <br />Cause No. ~ refers solely to Mr. Penn. <br />"8. A further cause for the recall of E. G. Warner is that <br />although elected on an economy platform, he has on many occa- <br />sions refused to comply with the wishes ~f taxpayers but has <br />voted for useless and unnecessary spending of city funds" <br />Answer. Because of the popular <br />appeal, they are aQcusing me of not practicing economy. These <br />assertions are false and ridiculously unfair. My answer to the charges are as follows: <br /> As to economy, I state emphaticslly the charges are unfounded <br /> <br /> <br />
