Santa Aha City Hall Septe~Se~~ 4th~ 1954. City Council met in regular session. Neeting called to order by Nayor Warner. Present: Trustees: A.F.LeGaye, Fred C. Rowland, W.H.Penn, Pltnnmer W. Bruns, E.G.~Varnor. Absent: Trustees: N~ne Minutes of meetings of August ~lst and 2Tth were approved as road. 7:30 P.M. In Re L. Lucio Use of Birch Park In Re Application Mrs. Eunice Muller In Re Petition Ntu~serymen ~n Re Sp~cial Police Roy ~. Reynolds On motion of Trustee Bruns, seconded by Penn and carried, application of L. Lucio for permission to use Birch Park on the 15th and 16th of September to commemorate Mexican Independence Day, under supervision of Mexican Consul at Los Angeles, was granted. On motion of Trustee Bruns, seconded by Rowlan~ and carried, application of Mrs. Eunice Muller of 915 South Ross St., for free license cover- lng sale of "Sew-No-Moro" from house to house was denied on advice of City Attorney, his advice being to the effect t~bRt Council is with. out authority to grant such request without first repealing the ordinance which now pro- vides for a license in such cases. Ape tition was presented signed by a number of local nurserymen in which request was made that nursery wholesalers be allowed to deliver thet~ merchandise in Santa Ana without paying a City license. On motion of Trustee Penn, seconded by Rowland, and carried~ advice of the City Attorney to the effect that Council is without authority to grant such a request unle,, Ordi nance providing for license in such cases is first repealed, wa~ accepted and request denied. ,, On motion of Tr'ustee Penn, seconded by Bruns and carried, tho application of Roy J. Reynold,, for an appointment as special police officer of the City of Santa Ana, without pay, was re- ferred to Police Commissioner and Chief of Police.
