M. and 7 o'clock P. M. , that the <br />voting precincts, polling places and election boards shall be those <br />named and established by said Board of Supervisors for the general <br />election to be held November 2, 1954, which is a state-wide election. <br /> <br /> That the Clerk of the Council is hereby directed to publish the <br />proposed amendment to the Charter of the City of Santa Ana in one <br />issue of the Santa Ana Independent not less than 4© days nor more <br />than 60 days before said election, to cause the same to be printed <br />and to cause a copy thereof, enclosed in an envelope with a sample <br />ballot, to be mailed to each voter, to advertise in said newspaper, <br />~until November 2, 1954, a notice that copies of said proposed amend- <br />ment may be had upon application therefor, to publish once a Notice <br />of Election and to publish twice a Notice of Measure to be ~oted On, <br />all as required by law. <br /> <br /> That said amendment to be submitted to the electors as herein <br /> <br /> shall be submitted to the electors under the following <br /> <br />set forth, <br /> <br />messure~ <br /> <br />INITIATIVE PROPOSITION TO AS~ND THE <br /> SANTA ANA CITY CHARTER <br /> <br />Shall the Charter of the City of Santa Ana be a~ended to provide <br />that five wards be established prior to Narch 5, 1955 which <br />wards shall not vary, one from another, more than five percent <br />of the numerical one-fifth of the total number of registered <br />electors, to require that one councilman reside in each ward, <br />that a candidate be nominated from the ward where he resides, <br />that councilmen be elected at large, that the boundary lines of <br />wards be changed every two years by four-fifths vote of the <br />Council unless no ward varies by ten percent from any other, <br />that the Council must publish a map diagram of the new ward line~ <br />and hold a public hearing on notice before making any change, <br />to provide for seven wards when City has a population of 120,000 <br /> <br />2 <br /> <br /> <br />
