Milbrat to construct a drive-in-market at the northwest <br />corner of First and Shelton Streets, on motion of Trustee <br />Layton, seconded by Penn and carried, the application, pro- <br />tests against and communications favoring the application <br />were referred to the planning Commission. <br /> <br />No recommendation having been submitted by the Planning Com- <br />mission, on motion of Trustee Smith, seconded by Layton and <br />carried, the application of J.
