<br />petition signed by forty-five property owners on Cypress and

<br />St. Andrews Place requesting the formation of an assessment
<br />district for the purpose of constructing curbs, sidewalks where
<br />neede~d, and paving the streets, was received, filed and City
<br />Engineer instructed to contact the petitioners in an effort to
<br />secure a more complete sign-up of property owners or the
<br />.delineation ~of the boundaries.

<br />of the City Engineer reference complaint of John S. Graham, 1918
