Clark, spokesman for Housewives' Anti-Smudge Committee <br />appeared before the Council and read prepared statement asking <br />Council on the progress made towards preparation of an Ordinance <br />to eliminate the smudge nuisance, which statement contained the <br />following questions: What have the experiments proved; How has <br />the $500~00 been spent; What legislation do you propose to adopt <br />to eliminate this public nuisance and when do you propose to adop <br />an anti-smudge ordinance. Trustee Reed replied that experiments <br />had not been completed and only $31.00 has been expended on the <br />tests. The Clerk read Ordinance presented by Mrs. Clark reg- <br />ulating the use of orchard, nursery, or citrus grove heaters, <br />prohibiting certain types, and providing penalty for violation. <br />On motion of Trustee Reed, seconded by Martin and carried, the <br />Ordinance was tabled for further study. <br /> <br />Ernest Barrett, Attorney for Mildred McNeal, and Wm. F. Van Meter <br />appeared before the Board, and on motion of Trustee Reed, seconde. <br />by Martin and carried, the City Attorney was granted two weeks <br />additional time to study and prepare an opinion on the case of the <br /> <br />Mildred McNeal Variance. <br />" and carried, <br />On motion of Trustee Martin, seconded by Chandler,/the Council <br /> <br />set the date of hearing on decontrol of rents as May 5th, 1950, <br />at 7:30 P.M. The motion of Truatee Reed that Chief Building <br />Inspector and Planning Consultant be instructed to read the <br />petition for decontrol of rents, was lost for lack of a second. <br />On motion of Trustee Reed, seconded by Chandler and carried, the <br />Clerk was authorized to publish a notice of he,.ring on rental <br />decontrol. On motion of Trustee Chandler, seconded by Reed and <br />carried, the Clerk was instructed ~o send copies to the Regional <br />Office of the Housing Expediter, to Governor Earl Warren, to the <br />governing body of every city which may be affected by decontrol <br />proceedings, and to the Board of Supervisors of Orange County. <br /> <br />On motion of Trustee Chandler, seconded by Martin and carried, <br />the request of J.M.Norris, 601 E. St. Andrews Pl., for a full <br />d~iveway on the south side of the store building at the northeast <br />corner of St. Andrews Pl. and Oak Street, was referred to committ <br />with power to act.
