CITY COUNCIL 0~_.~' T~, CITY O...EF SANTA ANA ~HEREAB, on December 7, 1941, the country of Japan waged a ruth- less attack on Pearl Harbor, one of the United States possessions, thus resulting in our entire country being plunged into a world war for the survival of its very existence,' our free and cherished democratic way of life put in Jeopardy, and thousands of our boys sacrificing their' lives in order that our country and the lives of our loved ones will be safeguarded, and WHEEF_~B, there wet& large numbers of Japanese residing and work- ing on the Pacific Coast at the time War was forced on the American people ~ and WHEREAS, the interest of the safety of our people as well as a precaution against sabotage of our vital war plants, otc, the Japan- ese reeiding on the Pacific Coast were placed in Japanese Re-location ~ Centers for their safety as well as our own, and ~HEREAB, upon authoritative sources, it is reported that a move is on foot to return the Japanese, now stationed in Japanese Re-loca- · tion Centers, t° their former pre-war homes and places of business, and W~REAS, there are great numbers of mis-informed citizens who are sympathetic to the American-born Japanese, to the extent that they are in favor of returning the Japanese even though many of the same Ameri- can-born Japanese were found to have numerous contraband articles in their homes upon evacuation, and VgHEREA~, in the interim of time that has elapsed since the Jap- anewe have been removed from the Coastal area, a dire hatred is ob- viously in evidence, a~hatred, in fact that is growing hourly due to recent developments in the War~ and WN~REAS, there are great numbers of the Army, Navy, and Marines having been in actual combat with the Jape, stationed on the Pacific Coast, and WBE~AS, the presence of Japanese, american born or otherwise~ around those of our armed forces would endanger the lives of the Jap- anese, and
