Section l~. Th~s Ordinance shall be enforced by the building inspector, health inspector, health officer, city eng~neer, chief of police, fire marshall and such other officers as may be designated by the city charter or by ordinance of the city of Santa Ana. Section 13. ~othing herein contained shall require any change in the plans, construction, or designated use of a building for which a building permit has heretofore been issued and not revoked and upon which actual construction has begun. Action constr~etlon is hereby defined to be the actual placing of construction materials in t~eir permanent manner, except in the case where~_n a basement is being excavated and in such a cas.~' excavation shall be construed as construction, and except where demilitlon o~ removal of an existing struc- ture has been begun. Bu~ldlng permits for all work, the completion and use of whlch would be a violation of this section are hereby cancelled unless construction has begun, as defi~ed in this section. Nothing herein contained sha~l pre~e~t the alteration, restoration and e~argement o~ any ~uc~ure or improvement to an extent of less than building, ~ seventy-five (~8) percent of its reproduction value new or prevent the continuance of the use of such b~ildings or part thereof as such use existed at the time of the p~ssage of thi~ ordi~ance. Section l~. Interpretation -- Purpose: In Interpreting and a~pkying the provisions of this Ordinance, they~sha~l be hel~ to be the minimum requirements adopted for the promotion of the public health, safety, comfort, convenience and gene~al welfare. It is no~t intended by this O~inance to repeal, abrogate, annul or in any way to Impair or interfere with any existing provision of law or Ordinance or any rules or regulations previ~sly adopted ~ ~ss~em ¢~ ~ch shall be adopted or issued pursuant to the law re~ating to the use of buildings or premises, or relating to the erection, con- struction, ................ , alteration or ~nlargement of any buildings or improYements; nor is it intended by t~is Ordinance to interfere with or abrogate or a~mul any case- ment, covenant or other agreeme~t between parties; provided, ?c. wever, that where this Ordinance imposes a greater re- striction upon the erection, construction, establishment, alteration or enlargement of buildings, structures or im- p~'ovements in said several districts, or'any of them, ~han is imposed or required bT' such existing Frovisions of law
