Council not assigned to act as Chiefs of ~ivisions or place~in the <br />chain of command, shall meet in a Special Meeting of the City Coun- <br />cil and remain in continuous meeting to ta~e such action as may be <br />neeessery. They may adjourn from time to time to allow reasonable <br />periods of absence from their place of meeting, but such adjourn- <br />ments shall be to a time certain and for short periods only. This <br />~ivision shall make available such City funds as they consider <br />necessary to meet the situation, may authorize purchase of supplies <br />and equipment and may remove any member from Disaster Committee <br />~embership for conduct against the public interest, neglect of duty, <br />insubordination, or inability to perform his duty, and may appoint <br />a successor to immediately fill the position so vacated and may <br />relieve any volunteer or City employee of his position, duties or <br />authority. This Division may adopt such emergency Ordinances as may <br />be necessary. <br /> <br /> L. PUBLIC RELATIONS. The Chief of this Division shall be a <br />citizen or employee appointed by the Eayor with the consent of a <br />majority of the other members of the City Council and the ~ivision <br />shall consist primarily, of all news gathering and disseminating <br />services and the Ministers and Chaplains of the community. It shall <br />be the duty of this Division to gather and control the disseminatinn <br />of intelligence to the community, to the end that panic m~y be min- <br />imized and the seriousness of the disaster restricted to its physi- <br />cal proportions. It shall inform the Committee of the actual condi- <br />tions confronting them and, in every way possible, maintain a normal <br />and healthy attitude of mind on the part of the public at large. <br /> <br /> Section 8. VOLUNTEERS. All persons, other than Officers and <br />employees of the City, volunteering services pursuant to the pro- <br />visions of this Ordinance, shall serve without co~pensation from the <br />City, and no Officer or employee of the City shall receive any extra <br />c~pensation for services rendered hereunder. Mhile engaged in such <br />services, they shall have the same im~unities as Officers and em- <br />ployees of the City performing similar duties. <br /> <br />-7- <br /> <br /> <br />
