Section 9: PUT~IS?~NT OF VIOLATIONS. It shall be a mis- <br /> demeanor, punishable by a fine of not to exceed Five Hundred Dollars <br /> ($500.00) or by imprisonment for not to exceed six months, or both, <br /> for any person during a disaster: <br /> <br /> A. Wilfully to obstruct, hinder or delay any member of the <br /> Disaster Oorps in the enforcement of any lawful rule or regulation <br /> issued pursuant to this Ordinance, or in the performance of any <br /> duty imposed upon him by virtue of this Ordinance; <br /> <br /> B. To do any act forbidden by any lawful rule or regulation <br /> issued pursuant to this Ordinance, if such act is of suc~ a nature <br /> as to give, or be likely to give, assistance to the enemy, or to <br /> imperil the lives or property of other inhabitants of this City, or <br /> to prevent, hinder, or delay the defense or protection thereof; <br /> <br /> C. To wear, carry or display, without authority, any means of <br /> identification specified by the ~isaster Committee. <br /> <br /> Section 10: That City Ordinances N~mber 1099 and ll08 and <br />any other Ordinances or parts of Ordinances in confligt herewith, <br />are hereby repealed. <br /> <br /> Section ll: PURPOSE. It is the declared purpose of this <br />Ordinance to provide personnel, equipment and comprehensive plans <br />for their use in case of major disaster and to maintain the same in <br />a ready status without ~mmediate expense to the City of Santa Ana. <br /> <br /> Section 12: The City Clerk shall certify to the passage and <br />adoption of this Ordinance and shall cause the same to be published <br />by three insertions in the Santa Aha ~ndependent, a weekly newspaper <br />printed, published and circulated in the City of Santa Ana, and here- <br />by designated for t~at purpose. <br /> <br /> This Ordinance is declared to be an emergency measure, neces- <br />sary for the immediate preservation of the public peace, health, and <br />safety and shall take effect immediately upon its being passed and <br />adopted. <br /> <br />The facts necessitating this emergency are: That United <br />States troops are now engaged in combat in Korea which may lead to <br /> <br /> <br />
