Anticipated Approach <br />Harris supports our clients' goals of stimulating local <br />communities, continuing growth, and promoting <br />development. Our review services track record has <br />given Harris an in-depth roadmap for providing a <br />positive client and applicant experience. <br />Plan review is a balancing act between expediting <br />plan checks and approvals for projects, ultimately <br />benefiting the community while protecting the City's <br />interests throughout the life of infrastructure. We keep <br />our projects on successful paths by having key senior <br />staff involved at each phase, timely evaluation of <br />planned versus actual progress, and an emphasis on <br />communication with our clients. These monitoring <br />methods and cost -control mechanisms provide <br />adherence to expedited timelines and allow <br />flexibility for response to the needs of the City <br />and increased service demand. <br />Our office is located in Irvine, California and is <br />organized with multi -talented staff members and <br />a reputation for responsiveness. In addition to our <br />integrated quality control measures, the Harris team <br />will be available to provide: 1) Prioritization of <br />competing deadlines for various City projects, <br />while completing thorough plan checks in the <br />required time frame; 2) A deep pool of multi - <br />disciplined resources capable of addressing <br />anticipated services; and 3) Clear communication <br />with City staff in various departments as well as <br />with applicants —making Harris an extension of <br />City staff. <br />Scheduling <br />Key to our success has been to communicate <br />effectively amongst the City, Harris' lead plan <br />checker, and the Harris support team. It is important <br />to make sure the plan checks are logged in correctly <br />and key staff are assigned to conduct the reviews. <br />Our approach to meeting the City's designated <br />timeframe is predicated on the synchronization and <br />balance of two critical factors: <br />Communication. Consistent communication <br />allows the Harris team to understand and meet your <br />expectations. The team will work side -by -side with <br />the City to understand your priorities and develop and <br />implement strategies to streamline our services. As <br />priorities shift, this communication will enable <br />the team to adjust resources to meet your needs. <br />� M FZ <br />Harris - <br />A. <br />City's Case <br />Craig Siefert <br />Plan checks <br />Engineer assigns <br />coordinates with <br />delivered by team <br />plans for Harris <br />the Plan Check <br />to meet budget <br />to review <br />Engineer to review <br />and schedule <br />the plans <br />requirements <br />Flexibility. The Harris team will provide the City with <br />resources who are able to maneuver fluidly through <br />competing priorities and deadlines. Understanding <br />the City's priorities will enable the team to adjust <br />resources and effectively manage our time in <br />order to meet your schedule. <br />Maintaining a Project Database <br />Harris will maintain a database that includes:1) Plan <br />check tracking log (Excel) and electronic documents; <br />2) Project specific folders for approved conditions <br />of approval/City requirements; and 3) Subdivision <br />ordinances and other regulations. <br />Improvement Plan Checklist <br />Our team will utilize standard checklists during <br />plan review to make sure City guidelines are <br />implemented on design submittals. These checklists <br />include: 1) City's development code and guidelines; <br />2) Standard notes and conditions of approval; 3) <br />Reference drawings; 4) Standard plans/drawings <br />and specifications; 5) City preferences learned <br />through experience and discussion; and 6) Routing <br />list and collection of interdepartmental comments, as <br />appropriate. <br />Development Management <br />Documentation for management and review work, <br />from meeting agendas and minutes to plan review <br />forms and plan check log, is critical. The Harris <br />team will: 1) Provide experienced, responsive, <br />and flexible resources to address the fluctuating <br />workload demands; 2) Provide review of <br />improvement plans rooted in the understanding <br />of the City's standards plans, processes, and <br />procedures; 3) Provide your project managers <br />and applicants with a summary of plan review <br />comments, thus eliminating schedule delays <br />due to new or unresolved comments during <br />Harris&Associates, Inc.
