<br />Harris is working with LAWA to facilitate expedited
<br />plan review within the context of design -build
<br />project delivery method in accordance with the
<br />City's standards and permit requirements.
<br />Eastern Municipal Water District, On -Call Plan
<br />Checking and Development Review Services.
<br />Project Manager. Harris has been providing
<br />development review services to the District since
<br />2012. Craig and his team have completed more
<br />than 100 projects for the District. Services include
<br />review and critique of potable water, recycled
<br />water, and sanitary sewer improvements plans for
<br />conformance with the District's design guidelines,
<br />specifications, and administrative code. Craig and
<br />the Harris revised the District's as -built drawings
<br />for added water services, per service orders. The
<br />Harris team also met with District staff to discuss
<br />new project submittals and plan of service and
<br />coordinated with the developer's engineer regarding
<br />revisions and improvement issues to help facilitate
<br />an efficient plan review.
<br />City of Menifee, Staff Augmentation & Land
<br />Development Plan Checking. Project Manager.
<br />Harris has been providing staff augmentation
<br />and plan check services for land development
<br />for the City since 2016. This includes the review
<br />of permits and applications, small grading plan
<br />checks, front counter duties, and dealing directly
<br />with the public. Additional services provided include
<br />review of residential and commercial grading plans,
<br />street improvement plans, erosion and sediment
<br />control plans, landscaping/ irrigation control plans,
<br />hydrology and hydraulics calculations, water
<br />quality management plan review, and cost estimate
<br />verification. Craig oversees the Harris team placed
<br />in the City's offices to confirm proper staffing a
<br />quality of work. In addition, Craig has provided
<br />input and updates to the City's staff structure, fee
<br />collection, and plan tracking processes.
<br />Riverside County Flood Control and Water
<br />Conservation District, On -Call Plan Review.
<br />Project Manager. Since 2020, Harris has been
<br />working with the District to review storm drain
<br />improvement plans, hydrology, soil structures
<br />and CEQA/NEPA requirements for development
<br />projects throughout the County. Craig coordinates
<br />all plan review projects with the District and
<br />manages work quality for the Harris team and
<br />subconsultants.
<br />City of Rancho Santa Margarita, On -Call Plan
<br />Check Services. QA/QC Manager. Services
<br />include review of grading plans, street improvement
<br />plans, erosion and sediment control plans,
<br />landscaping/irrigation control plans, hydrology and
<br />hydraulics calculations, and cost estimates.
<br />City of Fullerton, Beckman Business Center
<br />Entitlement Review. Project Manager. Craig
<br />verified calculations for flows regarding the existing
<br />drainage channel versus replacing the channel
<br />with an underground storm drain line, coordinated
<br />comments with the Orange County Flood Control
<br />District regarding undersized facilities, reviewed
<br />pre- and post -development hydrology reports and
<br />maps for drainage related issues, and verified
<br />adequacy of flood depth design for safety of an
<br />historic building.
<br />City of Gonzales, Citywide Sewer Condition
<br />Assessment. Project Manager. Harris provided
<br />project management and professional engineering
<br />services for a citywide sewer cleaning and CCTV
<br />inspection/assessment which included condition
<br />assessment of 270 gravity sewer manholes
<br />and five sewer lift stations, and inspection of
<br />approximately 10,000 LF of force main sewer pipes.
<br />Craig and the Harris team coordinated with City
<br />staff, reviewed subconsultant prepared condition
<br />assessment reports, DVDs, and recommendations,
<br />and prepared the engineer's preliminary opinion
<br />of probable construction costs for related repairs,
<br />a prioritization list, and a color -coded Citywide
<br />conditions exhibit illustrating the condition of the
<br />City's sewer system.
<br />City of Fullerton, West Coyote Hills
<br />Infrastructure Cost Estimate Analysis. Project
<br />Engineer. Craig confirmed the reasonableness
<br />of the unit prices in the original estimate using
<br />various recent bid prices, his experience, and input
<br />from construction contractors/material suppliers
<br />and supporting subconsultants as needed. A
<br />reasonableness check/order of magnitude check
<br />was performed on the quantities. Finally, a
<br />review of the pertinent sections of the Conditions
<br />of Improvements was performed for additional
<br />background information, an understanding of the
<br />improvements, and a general confirmation of the
<br />proposed project requirements.
