Frank S. Lopez, PE, QSD <br />PRINCIPAL -IN -CHARGE <br />As Principal -in -Charge for this contract, Frank will provide executive -level <br />support to the Harris team. Frank will make certain that tasks remain on - <br />schedule and on -budget, and that the City's experience with the Harris <br />team exceeds expectations. He has a wide breadth of experience related <br />to stormwater permitting and his participation in local and regional technical <br />advisory groups has established valuable relationships with local and state <br />government agencies. His experience in drainage analysis and design, and <br />compliance with local regulations will benefit this contract. Frank has a deep <br />and personal understanding associated with the complexity of delivering <br />public projects, which has resulted in his sound understanding of <br />collaborative approaches to deliver sustainable solutions. <br />RELEVANT EXPERIENCE <br />City of Seaside, On -Call Development Review. Project Director. Harris is <br />currently under contract to provide development review services for various <br />development projects. This has included tentative maps, improvement plans, <br />stormwater control plans, environmental impact reports, and SWPPPs for large <br />subdivisions, auto dealerships, and commercial developments. Frank oversees <br />the current contract with the City and manages resources for Harris, as well <br />as making certain the project stays within budget and on schedule. Frank <br />has been responsible for managing development review tasks and providing <br />specialty stormwater reviews. Currently, Frank is managing the review of the <br />Seaside Campus Town Center Development that includes mixed residential <br />and commercial development. <br />City of Morgan Hill, On -Call Engineering Review & Technical Support <br />Services and Plan Checking & NPDES Support. Project Manager. Harris is <br />providing land development plan checking, review of subdivision improvement <br />plans and NPDES stormwater development compliance on an as -needed <br />basis. Frank oversees the current contract with the City and manages <br />resources for Harris. He provides quality control review of all plan checks and <br />provides guidance to the City regarding stormwater compliance. <br />City of Salinas, Plan Checking, Project Manager. For over 12 years, Harris <br />has provided development review services, including dozens of tentative and <br />final tract maps, site plans, grading and infrastructure improvement plans, <br />stormwater quality/NPDES compliance, and assisting with writing COA. The <br />services have been provided as staff augmentation at City offices and remotely <br />at our local office, and includes serving as the city surveyor, signing final map <br />mylars. As project manager, Frank make sure tasks remain on schedule and <br />within budget. <br />City of Soledad, On -Call Stormwater Program and Development Review <br />Services. Project Manager/Lead Design Engineer. As a result of Frank's <br />involvement in the Central Coast Joint Effort Review Team and SLO County <br />Technical Advisory Committee, he secured a two-year contract with the City of <br />Soledad. He developed a Guidance Document and Boundary Map for submittal <br />to the Central Coast Regional Water Quality Control Board and assisted the <br />City with developing their Stormwater Program in order to comply with the <br />statewide Phase II Municipal Permit.
