<br />PLAN CHECK ENGINEER
<br />Cindy has nearly 40 years of municipal engineering experience, including
<br />capital improvements, land development, budgeting, street maintenance,
<br />storm drain systems, water lines, sewer lines, and contract administration.
<br />She has experience in project management starting with project planning,
<br />budgeting, design with development of plans and specifications and construction
<br />administration. Cindy works effectively with public agencies, utilities, consulting
<br />engineers, developers, contractors, inspectors, railroads, and the general public.
<br />Cindy has worked directly for municipalities for most of her career, and her
<br />experience directly aligns with the needs of public agency staff. She has
<br />successfully managed CIP projects from planning through engineering
<br />and construction.
<br />RELEVANT EXPERIENCE
<br />City of Dixon, Staff Augmentation Services. Project Manager. Cindy is
<br />managing the land development projects from design through construction.
<br />She acts as the Engineering Department liaison for development projects
<br />providing plan check, submittal review, permit coordination, and overseeing
<br />construction inspection services. Cindy is also currently updating the City's
<br />standard drawings and specifications.
<br />• City of Palm Springs, Project Management Staff Augmentation Services.
<br />Contract Project Manager. Cindy assisted in delivering capital improvement
<br />projects and provided assistance to engineering staff on an as -needed basis.
<br />She finished the bidding phase for various CIP projects that had been started,
<br />but were never completed. She checked plans, wrote specifications, met with
<br />design engineers, coordinated with different City departments, compiled bid
<br />packages, and provided staff reports for the various CIP projects.
<br />• City of Clayton, City Engineering Services (Permitting and Development).
<br />Plan Check Engineer. Cindy is providing as -needed plan check services to
<br />assist the Engineering Department with current land development projects.
<br />• City of Ontario, Capital Improvement Section. Principal Engineer. Cindy
<br />was responsible for the day-to-day activities of the City's Capital Improvement
<br />Section. She planned, coordinated, and oversaw the work of staff and
<br />consultants for the development, design, and construction of public works
<br />projects including grade separations, sewer, waterline, storm drain, and street
<br />improvement projects. Cindy supervised, trained, and evaluated the work
<br />of professional, sub -professional, and technical staff. In this role, she was
<br />directly responsible for budgeting and scheduling of improvement projects.
<br />She coordinated with state, county, utilities, other agencies, and other city
<br />departments for project approval and construction, including coordination with
<br />the City's Water Department to relocate water and sewer lines and to bundle
<br />utility and roadway improvements into the same bid packages.
<br />• California High -Speed Rail Authority, High -Speed Rail Construction
<br />Package 1 (CP-1). Design Estimator. Cindy prepared independent design and
<br />construction estimates for this $2 billion design -build project. The work was
<br />very technical and Cindy independently verified whether the contractor's re-
<br />design claims are reasonable. She was charged to confirm the level of effort
<br />and hours claimed made sense given the complexity of the design plans.
