<br />Brent has nearly 40 years of experience providing civil engineering services
<br />to municipalities throughout California. He has been responsible for the
<br />preparation of engineering's project conditions of approval, grading/improvement
<br />plan checks, final/parcel map checking, review/process/approval of lot line
<br />adjustments, property mergers and certificates of compliance, preparation and/
<br />or reviews of easement documents and property acquisitions, vacation of private
<br />service easements, and public street rights -of -way, preparation of city resolutions
<br />and ordinances as needed, project management, and other development related
<br />tasks. Brent's wide range of experience, which includes working for large and
<br />small companies performing design, design review, design management, project
<br />management, and plan checking allows him to perform a complete and thorough
<br />effort on all types of projects. These assets result in faster plan check
<br />reviews —saving his clients time and money.
<br />RELEVANT EXPERIENCE
<br />• City of Ontario, On -Call Plan Checking, Map Checking, and City
<br />Surveyor's Services. Plan Check Engineer. Services for this on -call contract
<br />include review of Public Works improvement plans (street, fiber optic, potable
<br />water, recycled water, sewer, storm drain, landscape and associated cost
<br />estimates), and review of private development on -site grading plans (rough
<br />grading, precise grading, manure removal, WQMP, hydrology and hydraulic
<br />reports). Brent's reviews include redlining plans and reports to verify the
<br />applicants are following City standards and accepted general engineering
<br />standards. Designs are analyzed to confirm the best approach has been
<br />utilized and to make recommendations if better options are feasible. This allows
<br />the projects to be constructed with a minimal number of revisions to the plans
<br />once construction gets underway.
<br />• Eastern Municipal Water District, On -Call Development Review Services.
<br />Plan Check Engineer. Services for this project included review and critique
<br />of potable water, recycled water, and sanitary sewer improvement plans
<br />for conformance with the District's design guidelines, specifications, and
<br />administrative code. Our team revised the District's as -built drawings for added
<br />water services, per service orders. The Harris team also met with District staff
<br />to discuss new project submittals and plan of service and coordinated with
<br />the developer's engineer regarding revisions and improvement issues to help
<br />facilitate an efficient plan review.
<br />• City of Menifee, Plan Checking Land Development Services. Project
<br />Manager. The scope of work included the review of grading plans, street
<br />improvement plans, landscaping/irrigation control plans, erosion and sediment
<br />control plans, coordination with City staff and subconsultants, in-house plan
<br />review services, hydrology and hydraulics calculations, and cost estimates.
<br />Brent provided general plan check services for land development and capital
<br />improvement projects to ensure their adherence to the Departments of Public
<br />Works/Engineering standards and design policies, conditions of approval for all
<br />development projects.
<br />• California American Water, On -Call Plan Check Services. Plan Check
<br />Engineer. Services for this on -call contract included plan checks for water
<br />pipelines, hydro -boosters, and pump stations at Brookwood Estates and
<br />Hurley -Greer Elementary.
