<br />Fong has nearly 40 years of experience providing engineering services to
<br />multiple local agencies with development plan checks, roadway designs, PS&Es,
<br />and field reviews. Some of his responsibilities have included reviewing RFIs,
<br />processing change orders, resolving redline comments, and coordination with
<br />key project stakeholders. In addition, he has overseen a $20 million annual
<br />facilities CIP budget and been directly involved with the quality control/
<br />assurance of city staff and consultant deliverables.
<br />RELEVANT EXPERIENCE
<br />City of Anaheim, On -Call Plan Checking Staff Augmentation Services.
<br />Plan Check Engineer. Harris has been providing plan check services for the
<br />City since 2016, which include plan review for entitlement purposes, design
<br />plan check, standards implementation, hydrology and hydraulics check, sewer
<br />capacity studies, street improvement plan check, dry utility (fiber and small cell
<br />installation) review, and grading plan check. With Craig Siefert and the Harris
<br />team, Fong evaluates the feasibility of proposed site development in order to
<br />assist the City's land acquisition evaluation and due -diligence review.
<br />City of Ontario, On -Call Plan Checking, Map Checking, and City
<br />Surveyor's Services. Plan Check Engineer. Harris has been providing plan/
<br />map check and surveyor's services for the City since 2010 which includes
<br />review of improvement plans (street, traffic signals, and street striping/signing,
<br />water, recycled water, sewer, and storm drain), reports (hydrology and water
<br />quality management plans), subdivision maps, easement documents, corner
<br />records, tie monument sheets, and other land related legal instruments.
<br />Working closely with City staff, Fong supports Craig Siefert in verifying
<br />turnaround timelines are met and meetings are scheduled with applicants when
<br />redline comments are left unaddressed or design coordination is necessary
<br />City of Newport Beach, Various Development and Plan Check
<br />Projects. Senior Civil Engineer. Fong's role encompassed a wide range of
<br />responsibilities, including plan checking private developments, coordinating
<br />project conditions, resolving corrections, conducting field compliance
<br />verifications, and reviewing all staff work. Additionally, he oversaw employee
<br />evaluations and participated in meetings with the City Building Department to
<br />verify checklist items aligned with field conditions. Fong handled approximately
<br />1,600 residential and commercial construction projects annually, reviewing
<br />various aspects of development including grading, landscaping, utilities,
<br />permits, and environmental reports. His meticulous reviews confirmed
<br />compliance with city codes, master plans, and industry standards.
<br />City of Newport Beach, CIP Construction Plans. Public Works Specialist
<br />(Senior Technician/Lead). Fong's responsibilities included preparing roadway,
<br />water, storm drain, sewer, and other CIP construction plans for in -house -
<br />designed projects. He reviewed the work performed by other drafting
<br />technicians. He also responded to public requests at the public counter and
<br />over the phone, as well as trained all engineering technicians on the use of
<br />MountainTop CAD software.
