Thus, the <br />Project impacts related to substantial unplanned population growth would be less than significant. <br />Additionally, the Project Site does not currently contain any residential uses and the proposed <br />Project would not displace existing people or housing. Therefore, consistent with the GPU PEIR, <br />no impacts would occur. <br />Based on the above, the Project would not result in new or substantially more severe impacts <br />compared to the determinations of the GPU PEIR, which concluded that impacts related to <br />substantial unplanned population growth would be significant and unavoidable and displacement <br />of people and housing would not occur. Therefore, no new project -specific mitigation measures <br />are required. <br />4.14.3 Conclusion <br />The Project is consistent with the General Plan Update and would not have any specific effects <br />which are peculiar to the Project or the Project Site. There are no Project specific impacts or <br />potentially significant off -site or cumulative impacts that the GPU PEIR did not analyze, and there <br />are no new significant or substantially more severe impacts to population and housing than <br />anticipated by the GPU PEIR. <br />4.14.4 Applicable GPU PEIR Regulatory Requirements/Mitigation Measures <br />No GPU PEIR regulatory requirements or mitigation measures apply. <br />4.15 Public Services <br />4.15.1 GPU PEIR Findings <br />The GPU PEIR concluded that introduction of new structures and additional residents and <br />workers to the City would increase the demand for fire and police protection services. However, <br />funding for additional staff, equipment, and facilities would come from property taxes, grants, <br />special revenue funds, and the City's general fund as future development accommodated by the <br />General Plan Update occurs. The additional demand for fire and police protection services due to <br />population growth generated within the City would be satisfied through these sources. <br />Additionally, development under the General Plan Update would comply with the California Fire <br />and Building Codes, California Health and Safety Code, City ordinances, and applicable national <br />standards and would require approval of Building Plan Check for Site Plan and Emergency <br />Access as well as approval of a Fire Master Plan. Moreover, as part of the project review process, <br />the Santa Ana Police Department may require project design features to improve security on -site. <br />Additionally, the GPU PEIR determined that some school districts within the City would have the <br />capacity to accommodate future students generated as a result of the proposed General Plan <br />Update. Should there be a need to expand or construct new facilities, funding for new schools <br />would be obtained from the mitigation fee program pursuant to SB 50, and state and federal <br />funding programs. Pursuant to Section 65996 of the Government Code, payment of school fees <br />is deemed to provide full and complete school facilities mitigation (RR SS-1). Further, while library <br />services would also experience an increase in demand, property taxes and library fines and fees <br />are expected to offset this increased demand.
