EXHIBIT D <br /> 4.7.1 Developer shall verify income of prospective Homebuyers and certify the <br /> verification to the City. In evaluating prospective Homebuyers, Developer shall consider the <br /> following sources of income in order of preference: (i) employment income; (ii)business income; <br /> (iii) income from Social Security, Supplemental Security Income (SSI), welfare, disability, or <br /> pension payments; and (iv) alimony or child support. To verify income, Developer shall comply <br /> with the procedures set forth in Section A-3 of the Administrative Procedures Manual. Subject to <br /> the foregoing preferences, Developer shall consider Gross Household Income from all adult <br /> Household members,which is anticipated to be received during the 12-month period following the <br /> date of the determination of Gross Household Income. Within fifteen(15) days of delivery of the <br /> executed Form PSA for a prospective Homebuyer to the City, Developer shall provide City with <br /> the Income Verification Form set forth in Exhibit F. <br /> 4.8 RESERVED <br /> 4.9 Notice of Affordability Restrictions on Transfer of Property. For each sale of an <br /> Affordable Unit,Developer and the proposed buyer shall execute and deposit into escrow,a Notice <br /> of Affordability Restrictions, in a form substantially similar to Exhibit E,which is attached hereto <br /> and must be executed by the parties prior to any transfer of the Property. <br /> 4.10 Property Management Plan. Prior to issuance of a Certificate of Completion, <br /> Developer shall submit, for the reasonable approval of the City, a "Management Plan" that sets <br /> forth in detail Developer's property management duties to operate the Project in accordance with <br /> this Agreement, including but not limited to the rules and regulations for the Property and manner <br /> of enforcement, an operating budget, the identity and emergency contact information of the <br /> professional property manager who will provide property management services for the Property, <br /> and other matters relevant to the management of the Property. The Management Plan may include, <br /> or be submitted in coordination with,the Emergency Evacuation Plan required under Section 4.11, <br /> the Crime Free Housing Plan required by Section 4.12, the Onsite Parking Management Plan <br /> required by Section 4.13, and the Marketing and Resident Selection Plan required by Section 4.14. <br /> 4.11 Emergency Evacuation Plan. Developer shall submit and obtain approval of an <br /> Emergency Evacuation Plan (the EEP) from City Police and Fire Protection agencies prior to <br /> issuance of a Certificate of Occupancy. Up-to-date 24-hour emergency contact information for <br /> the on-site personnel shall be provided to the City on an ongoing basis and the approved EEP shall <br /> be kept onsite and also be submitted to the following City Agencies: <br /> (a) Police Department <br /> (b) Fire Department <br /> (c) Planning and Building Agency <br /> (d) Community Development Agency <br /> 4.12 Crime Free Housing.
