For a complete list of other eligible clothing and protective gear allowable for purchase with EMPG <br />funding, applicants, recipients and FEMA staff are encouraged to refer to the AEL website for the most up- <br />to-date information: Authorized Equipment List I FEMA.gov. <br />Equipment <br />Allowable equipment categories for the EMPG Program are listed in the Authorized Equipment List (AEL). <br />Unless otherwise stated, equipment must meet all mandatory regulatory and/or FEMA-adopted standards to <br />be eligible for purchase using these funds. In addition, agencies will be responsible for obtaining and <br />maintaining all necessary certifications and licenses for the requested equipment. Allowable equipment <br />includes equipment from the following AEL categories: <br />• Personal Protective Equipment (Category 1) <br />• Information Technology (Category 4) <br />• Cybersecurity Enhancement Equipment (Category 5) <br />• Interoperable Communications Equipment (Category 6) <br />• Detection Equipment (Category 7) <br />• Power Equipment (Category 10) <br />• Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Reference Materials <br />(Category 11) <br />• CBRNE Incident Response Vehicles (Category 12) <br />• Physical Security Enhancement Equipment (Category 14) <br />• CBRNE Logistical Support Equipment (Category 19) <br />• Other Authorized Equipment (Category 21) <br />In addition to the above, general-purpose vehicles may be procured in order to carry out the responsibilities <br />of the EMPG Program. <br />If recipients have questions concerning the eligibility of equipment not specifically addressed in the AEL, <br />they should contact their Regional EMPG Program Manager for clarification. Applicants should analyze the <br />cost benefits of purchasing versus leasing equipment, especially high -cost items and those subject to rapid <br />technical advances. Large equipment purchases must be identified and explained. For more information <br />regarding property management standards for equipment, please reference 2 C.F.R. Part 200, including 2 <br />C.F.R. §§ 200.310, 200.313, and 200.316. Also see 2 C.F.R. §§ 200.216, 200.471, and FEMA Policy #405- <br />143-1, Prohibitions on Expending FEMA Award Funds for Covered Telecommunications Equipment or <br />Services, or successor policy, regarding prohibitions on covered telecommunications equipment or services. <br />Recipients using EMPG Program funds to support emergency communications equipment activities must <br />comply with the SAFECOM Guidance on Emergency Communications Grants, including provisions on <br />technical standards that ensure and enhance interoperable communications. This SAFECOM Guidance can <br />be found at SAFECOM Funding Resources. <br />In general, with exception of critical emergency supplies and the associated inventory management plan, <br />equipment included in the AEL may be purchased without separate approval from FEMA. However, as <br />with all grant -funded activities, the equipment purchase must be well justified and reasonable. Furthermore, <br />the purchase must be supported by the approved Work Plan. If the equipment is not clearly supported by the <br />approved Work Plan, the recipient must seek advance approval from the applicable FEMA Regional Grant <br />Program Office prior to purchasing the equipment, and an updated Work Plan may be required. <br />FEMA will consider requests to purchase equipment that is not listed in the AEL on a case -by -case basis. <br />Such requests should be submitted in writing to the applicable FEMA Regional Grant Program Office. <br />F E MA' s r e v i e w a n d a p p r o v a l o f s u c h r eagdiheadqutirtvrs w i 1 1 <br />F�� <br />��� <br />FEMA EMPG Program Appendix 12023 Page H-23 <br />
